
Libacao, Aklan – 1st Aklan Provincial Mobile Force Company conceptualized the “Project Kaisang-Bisig” to create a localized systematic partnership with various government agencies whose objectives are responsive to the needs of the communities.
Police Major Donnel P. Regis, Officer-In-Charge, 1st Aklan Provincial Mobile Force Company, presented the project to the Provincial Advisory Group for Police Transformation and Development (PAG-PTD) on January 7, 2022. It was later approved by the PAG-PTD and adopted as a Unit Initiative through its Resolution No. 01 series of 2022.
The project aims to build and strengthen the four Cs (coordination, cooperation, collaboration, and commitment) of all concerned agencies and stakeholders in delivering essential social services, especially to the most needy and vulnerable members of the communities. It was anchored to the objectives of Executive Order No.70, which created the National Task Force to End Local Communist Armed Conflict, recognizing that the decades-long insurgency in the country is not just a military and law enforcement concern, instead, it needs the employment of a “whole of nation approach” to address the problem to its roots. Through this project, we can win the hearts and minds of the community.
The project practically served as the bridge and vehicle to bring the government closer to the people who had long been deprived of its basic social services. Prioritizes high-impact programs to provide the people with essential skills which are expected to yield long-term and sustainable livelihood, enabling them to become self-reliant, thus boosting their dignity as productive citizens.
“Project Kaisang-Bisig” operates in a two-pronged approach. Programs are simultaneously done in communities under the influence of White Areas and in the Geographically Isolated and Disadvantaged Areas (GIDAS), formerly the safe havens of red fighters. The expected end result of these would be the total isolation of our people from the influence of the state enemies.
One of their key partners is the Aklan Provincial Offices of TESDA, Department of Trade and Industry, Department of Labor and Employment, Department of Education, Land Transportation Office, Department of Environment and Natural Resources, Department of Agriculture, and Non-Government Organizations such as ROTARACT Club Kalibo, ROTARY Metro Kalibo, and The Fraternal Order of Eagles – Philippine Eagles (Salakot Eagles Club).
Barely one month from its birth, the project has gained recognition and a strong momentum due to the satisfaction of their partner agencies and the community, which resulted in more priorities given to the unit in terms of allocation of high-impact community-based programs.
In addition, the Philippine National Police Chief Police General Dionardo Carlos also commended the efforts of the 1st Aklan PMFC with the leadership of Police Major Regis, under the overall supervision of Police Colonel Crisaleo R Tolentino, Provincial Director, Aklan Police Provincial Office, for its successful endeavor through the implementation of the project.
The project continued to reach the highlands and the far-flung areas of the entire province of Aklan up to this date, helping hundreds of barangays and providing plenty of basic government services. Among its high- impact accomplishments are: Outreach Program on Road Safety Advocacy in New Washington, Aklan (December 14, 2021); Livelihood Training on Masonry and Bangus Deboning in New Washington, Aklan (December 22, 2021); Opening Program of TESDA Masonry Training and Free Legal Aid to Indigenous People (IPs) in Libacao (December 30, 2021); Brigada Eskwela and Pagbasa in Agmailig, Libacao, Aklan (January 27, 2022); Community Outreach Program and Brigada Eskwela and Pagbasa in Oyang, Libacao, Aklan (February 11, 2022); and Community Outreach Program and Brigada Eskwela and Pagbasa in Bag-ong Barrio, Makato, Aklan (February 22, 2022).
On their way forward, with the help of their Advisory Council and partner agencies, the 1st Aklan Provincial Mobile Force Company commits to deliver more basic social services to where it is needed the most. As well as determined to eliminate the threat of terrorism and insurgency in their Area of Responsibility by addressing the root causes of insurgency as being exploited by the enemies of the state.
