
The PNP Information Technology Management Service, headed by PBGen Harris R. Fama, had several meetings and engagements with the PHILCOMSAT Group of Companies regarding the possible application of their products and services to the Philippine National Police. The said company showcased their lines of businesses, including telecommunications, the data center and recovery, which this Service considers as beneficial to PNP.
The initial meeting was held on June 22, 2022 and was attended by the ITMS Command Group and Key Officers, together with PHILCOMSAT Executive Vice President and Chief Operating Officer, Mr. Charles J. Horne. He was joined by Mr. Lawrence Pagal, the Chief Engineer of their Satellite Communications and the Very Small Aperture Terminal or VSAT.
PHILCOMSAT presented a business-sustainable geosynchronous satellite service and a possible partnership with DICT in providing a National Data Center Service and usage-based free WIFI. Other topics that were also discussed during the meeting were Data Center co-location, Cloud Services and Content Hosting.
A follow-up meeting was also held on July 21, 2022 where details were further discussed relative to their Hosting Services, Managed Services, Data Services, Co-Location and Data Center Lease Services.
As a result, a Small Group Meeting (SGM) was organized and was attended by NUP Willard L. Cardona, Deputy Director for I.T Matters; ITMS Division Chiefs; and other representatives from the Directorate for Information and Communications Technology Management (DICTM), and Communications and Electronics Service (CES). Among the matters discussed during the SCM were the possible use of the VSAT technology, such as the last mile connection for areas without Internet/TELCO or with fluctuating signal; the disaster prevention and response requirement, especially in areas that are prone to typhoons in case of deployment at the regional level.
SGM also saw the need for the creation of a Technical Working Group (TWG) for VSAT, to be composed of representatives from the Directorate for Operations, ITMS, CES, and PCC. This group will be spearheaded by DICTM to come up with a recommendation regarding VSAT technology after further study.
The Technical Working Group for VSAT technology, headed by PBGen Allan M. Nazarro, Executive Officer, DICTM; together with PBGen Harris R. Fama and his staff; and other representatives from CES, visited the 760-hectare PHILCOMSAT facility on August 5, 2022 at Pinugay, Baras, Rizal for a teleport tour.
The team was a first-hand witness to their products and services that are instrumental in building up and managing databases of Information Systems, particularly in maintaining and expanding the coverage of a fully secured Data Communication Systems which will be of great use for the PNP Organization.
