
On September 5, 2022, the “institutionalized” status was finally conferred to the Directorate for Investigation and Detective Management (DIDM). Months of painstaking and tedious preparation of documents for impact audit and revalida BROUGHT DIDM to the fourth and final stage of the Performance Governance System (PGS) pathway.
DIDM is the first among ten PNP Directorial Staff Offices to be conferred the highest PGS status.
Police Lieutenant General Jose Chiquito M. Malayo, Deputy Chief for Administration, administered the conferment ceremony coinciding with the Awarding of Personnel with Significant Accomplishment and Flag raising Ceremony in Camp Crame, Quezon City.
“This PNP Unit Certification through the Performance Governance System (PGS) is a validation of the effective implementation and roadmap alignment of every PNP unit’s strategies, initiatives, and best practices through regular unit scorecard assessment in collaboration with our esteemed external stakeholders and strategic partners from different sectors headed by DIDM’s Advisory Group,” PLtGen Malayo said in his message.
During the event, DIDM also received a certificate and a Gold Eagle for garnering an over-all rating of 97.05% during the Institutionalization Evaluation Process (IEP).
Malayo commended the joint efforts of DIDM under the leadership of Police Major General Omega Jireh D Fidel, along with the members of the DIDM Technical Working Group (TWG) for P.A.T.R.O.L. Plan 2030, with the Deputy Director of DIDM, Police Brigadier General Samuel C. Nacion as Chairman, and the hardworking Strategy Management Team (SMT) in partnership with the external stakeholders through the DIDM Advisory Group. Their commitment is instrumental towards the attainment of another milestone for PNP which paved the way to its transformation journey in line with the PNP P.A.T.R.O.L. Plan 2030 or the “Peace and order Agenda for Transformation and upholding of the Rule-of-Law”.
“This milestone is the result of the diligent efforts of all the people, units, and stakeholders involved in the entire process, from the Initiation, Compliance, and Proficiency Stages until the Institutionalization Stage. Being conferred as “Institutionalized” is not the end of DIDM’s journey to be a highly capable and effective investigative and detective management office. Rather, it is the beginning of another more challenging tasks that involve sustainability of the unit’s programs to better serve the country and the people,” Police Major General Fidel emphasized in his acceptance message.
According to Malayo, with the conferment of the Institutionalized Status to DIDM, greater responsibilities and challenges have been placed, not only to DIDM’s mission, but also among all other PNP units who have already surpassed the 4th and final stage of PGS. These challenges include the sustainability and one hundred percent “buy-in” to current PNP thrust and programs; in ensuring personnel understanding of the PNP’s vision and core values; and above all, in embracing the shared commitment and significant role towards the attainment of a highly capable, effective and credible police service.
“Let these resounding achievements of our PNP units and personnel serve as the core of our “M+K+K=K o the Malasakit, Kaayusan at Kapayapaan tungo sa Kaunlaran” as our peace and security framework in transforming PNP into a stronger and responsive police organization,” Malayo added.
It can be recalled that DIDM received the Silver Eagle Award during both the Conferment and Awarding Ceremonies for the Initiation and Compliant Statuses on February 14, 2014, and September 28, 2015, respectively. The Directorate received the Golden Eagle Award during the Conferment of the Proficient Status on February 13, 2017.
