Who would have thought that a humble police officer from Camarines Sur would find himself not merely participating in an elite international training program, but standing at the pinnacle of achievement among peers from around the globe?

In a gathering where the best and brightest from 35 countries converged under one roof, Police Major Inar Vic V Florece of the Camarines Sur Police Provincial Office did not simply blend into the ranks, he stood out. Out of 144 applicants worldwide, only 55 were selected to be part of the prestigious International Association of Chiefs of Police (IACP) and United Arab Emirates (UAE) Ministry of Interior Police Academy Exchange Program. PMaj Florece’s selection was not only a recognition of his personal capabilities but also a reflection of the excellence embodied by the Police Regional Office 5 and the Philippine National Police (PNP) under the leadership of PNP Chief Police General Jose Melencio C. From September 2025 to January 2026, 52 officers representing a tapestry of cultures and policing traditions came together in the spirit of learning and cooperation. What began as a professional development opportunity became a transformational voyage—one that tested resolve, expanded worldviews, and forged enduring bonds across continents.

For PMaj Florece, this journey was more than an educational milestone. Amid a cohort of distinguished international officers, he emerged as the top performer, earning the coveted Top 1 honor of the entire program. The culmination of this five-month journey took place on January 29, 2026, during a graduation ceremony graced by esteemed dignitaries, including His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, and His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior. Their presence underscored the global importance of collaborative policing and the exchange of best practices, a testament to the UAE’s commitment to fostering international partnerships in public safety.

In recognition of his exemplary performance and the honor he brought to his homeland, Philippine Ambassador Alfonso A. Ver personally commended PMaj Florece.
