In a gathering where the best and brightest from 35 countries converged under one roof, Police Major Inar Vic V Florece of the Camarines Sur Police Provincial Office did not simply blend into the ranks, he stood out. Out of 144 applicants worldwide, only 55 were selected to be part of the prestigious International Association of Chiefs of Police (IACP) and United Arab Emirates (UAE) Ministry of Interior Police Academy Exchange Program. From September 2025 to January 2026, 52 officers representing a tapestry of cultures and policing traditions came together in the spirit of learning and cooperation. What began as a professional development opportunity became a transformational voyage—one that tested resolve, expanded worldviews, and forged enduring bonds across continents.
For PMaj Florece, this journey was more than an educational milestone. Amid a cohort of distinguished international officers, he emerged as the top performer, earning the coveted Top 1 honor of the entire program. The culmination of this five-month journey took place on January 29, 2026, during a graduation ceremony graced by esteemed dignitaries, including His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, and His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior.
