Leadership Seminar Workshop Strengthens Ethical Governance and Public Service Excellence

Recognizing the vital role of principled leadership in strengthening institutional discipline and public trust, the Philippine National Police (PNP) successfully conducted the 2-Day Leadership Seminar Workshop for PNP Leaders, in compliance with PNP Memorandum Circular No. 20-2020, on May 18 to 19, 2026, at the Foundation Hall, 4th Floor, PNPTS CLES Building, Camp BGen Rafael T Crame, Quezon City. The activity underscored the organization’s continuing efforts to develop morally grounded, values-driven, and service-oriented leaders capable of advancing institutional reforms across all levels of the police organization.

Conducted through a blended learning modality, the seminar gathered more than 60 participants. These were Regional Directors and non-Crame-based National Support Units (NSUs) who attended virtually, while Deputy Directors of Directorial Staffs and Directors of Crame-based NSUs participated face-to-face. The workshop served as a platform for senior police leaders to deepen their understanding of leadership anchored in discipline, ethical governance, and institutional integrity.

The seminar primarily aimed to strengthen God-centered and values-driven leadership in managing accountability, discipline, and organizational integrity within the police service. Through expert discussions, reflection activities, and policy-oriented learning sessions, participants were equipped with practical insights to address disciplinary concerns while fostering professionalism and ethical leadership in their respective areas of responsibility.

On the first day, May 18, 2026, the opening ceremony was graced by Police Lieutenant General Neri Vincent D. Ignacio, the Chief of the Directorial Staff, who emphasized the importance of moral leadership and disciplined decision-making in public service. He highlighted that leadership in law enforcement requires not only competence and authority but also moral accountability and a strong commitment to public service.

The seminar featured distinguished lecturers and Subject Matter Experts who shared insights on leadership, ethics, discipline, accountability, and legal responsibility within the organization. PLtGen Cesar Hawthorne Rivera Binag (Ret.), President of Christians for Nation Building, delivered a discussion on “Leadership as a Moral Calling,” emphasizing the role of moral conviction, servant leadership, and ethical responsibility in shaping effective leaders. Meanwhile, Police Brigadier General Jaime C. Seriña III, Director of Chaplain Service, facilitated discussions on values-based leadership in law enforcement, incorporating reflection activities designed to encourage participants to examine leadership principles grounded in integrity, compassion, and accountability.

Further enriching the discussions, PBGen Aris M. Pestaño, Director of Legal Service, tackled legal and policy frameworks and command responsibility, emphasizing the legal obligations of police leaders and the importance of lawful and ethical command decisions. PBGen Jaysen C. De Guzman, TADPRM, also provided essential insights on understanding disciplinary issues, equipping participants with a deeper appreciation of disciplinary management and organizational responsibility. In addition, Atty. Brigido J. Dulay, Inspector General of the Internal Affairs Service, discussed integrity monitoring mechanisms, highlighting systems and practices that reinforce accountability and transparency within the police organization.

On the second and final day, May 19, the closing ceremony was graced by Police Lieutenant General Bernard M. Banac, Deputy Chief PNP for Administration, who represented Police General Jose Melencio C. Nartatez Jr., Chief, PNP. In his message, he underscored the importance of applying the lessons and insights gained from the seminar in their respective offices and units, stressing that leadership is demonstrated through action and commitment to service excellence.

The seminar reinforced key institutional directions anchored in the PNP Focused Agenda, ensuring that leadership practices remain aligned with reforms in discipline, ethical governance, accountability, and professional development within the police force. Through sustained leadership development efforts, the PNP remains steadfast in advancing its vision of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
