“Police Work At Its Best”

After two long weeks of intensive police operations, the Philippine National Police finally arrested Pastor Apollo C. Quiboloy, the renowned founder and leader of the Kingdom of Jesus Christ (KOJC), following his surrender on September 8, 2024 at the KOJC compound in Davao. Quiboloy’s arrest was ignited after he intentionally evaded the Senate probe on the issue of his involvement in human trafficking, rape, child and sexual abuse, and other charges. Said operations, which began on August 24, 2024, has been lauded as a demonstration of the PNP’s effectiveness and adherence to legal protocols.


President Ferdinand R. Marcos Jr. commended the Nation’s Peacekeeper for the successful handling of the operations, describing it as “police work at its best”. “We have to commend our PNP. This is police work at its best. This is what PNP can do ‘pag led well at maganda ang ating pagkakaunawa at pag-coordinate sa iba’t ibang ahensiya. But this is what policemen do: they go after and enforce court orders, and go after those who have been – those who have had cases filed against them.”


The manhunt operation was led by Police Brigadier General Nicolas D. Torre III, Regional Director PRO 11, who meticulously tracked Quiboloy and four co-accused. The operations involved a combination of surveillance, intelligence gathering, and strategic planning, all conducted within the framework of the PNP’s standard operating procedures.


The key aspect of the operation was the strict adherence to the principles of basic human rights law and the personnel’s maximum tolerance. The PNP officers involved ensured that all procedures were conducted with respect for the dignity and rights of those apprehended. This commitment to human rights, a cornerstone of the PNP’s operational philosophy, has ensured that the operation was carried out ethically and legally.


On September 11, 2024, PNP Chief Police General Rommel Francisco D. Marbil, once again visited Camp Sgt. Quintin M Merecido in Davao City, where he personally talked to the brave men and women of PRO 11, honoring their dedication to duty which have significantly contributed to the successful arrest of Quiboloy and his associates. The PNP Top Cop, together with PBGen Torre joined the PNP personnel assigned to the KOJC compound, in a traditional boodle fight and even rewarded them with a five-day vacation leave. He also took part in a wreath-laying ceremony for MSgt Rodolfo M. Torre, PBGen Torre III’s father, and other fallen troops, reflecting memories of those who made the ultimate sacrifice for the country’s peace and order.


Meanwhile, PNP has uncovered new and alarming details regarding Quiboloy’s alleged criminal activities, further intensifying its ongoing investigation and efforts to bring him to justice. Initial information has revealed that several victims have bravely come forward, providing crucial information about the systematic abuse of young women under Quiboloy’s influence. These individuals, referred to within his organization as “pastorals,” who were reportedly subjected to exploitation and manipulation. The Nation’s Peacekeeper, however, is still evaluating such information provided by the victims to verify its legitimacy, with the ultimate goal of strengthening the legal actions against Quiboloy.


“This is just the beginning. PNP is thoroughly examining the evidence to ensure that we build a solid case against Quiboloy. We will leave no stone unturned in this pursuit of justice,” PGen Marbil reiterated.
In collaboration with various government agencies, PNP also has extended support to the victims, ensuring their safety and well-being as the investigation continues. PGen Marbil, however, urged other potential victims to present themselves by coming forward, assuring them of the government authorities’ full protection and assistance. “We encourage anyone who may still be suffering in silence to reach out. PNP is here to help, and we will ensure that justice prevails for all the victims,” CPNP said.


“We are sending a clear message—no one will escape justice, especially those who prey on the vulnerable. These victims deserve their day in court, and we will make sure it happens,” PGen Marbil added.


The successful apprehension of Quiboloy and his co-accused is a significant victory not only for PNP but to the entire Philippine government and its criminal justice system. It is a clear manifestation of the organization’s commitment to upholding the rule of law. Such an operation serves as a model for future law enforcement efforts, demonstrating the PNP’s ability to effectively execute complex operations while upholding the highest standards of professionalism and human rights.
