“No Second Chances for Those Who Commit Grave Mistakes”

On April 7, 2025, during the Monday Flag Raising Ceremony at the PNP National Headquarters in Camp BGen Rafael T Crame, Quezon City, Police General Rommel Francisco D. Marbil, PNP Chief, had reminded the entire ranks to uphold the highest standards of integrity and accountability in their service to the nation.

“When we entered the service, our last name became our first name — and our last name is the Philippine National Police,” General Marbil emphasized. “Every action we take reflects not only on ourselves but on the entire organization.”

The PNP Top Cop underscored that a single act of misconduct by one officer could tarnish the reputation of the entire police force and erode the public’s trust. “Kapag may isang nagkakamali, buong PNP ang naaapektuhan. Nasisira ang tiwala ng tao,” he said.

He encouraged all PNP members to guard the dignity of the uniform and to take proactive steps in correcting their peers before mistakes escalate. “Let us take care of our uniform. Let us police our own ranks. Remind those who err before it becomes too late,” he added, noting that the uniform symbolizes not just authority, but public trust.

General Marbil’s message comes in the wake of the relief of the Eastern Police District (EPD) Director and the entire District Special Operations Unit (DSOU), following allegations of extortion and misconduct during the arrest of two Chinese nationals in Las Piñas City on April 2.

Eight of the suspects — six of whom were police staff sergeants, one police corporal, and one patrolman were arrested on the night of April 5, while a certain Police Major remains at large as of this writing. The said police officers will face charges of unlawful arrest, serious illegal detention, robbery, and kidnapping.

Likewise, PGen Marbil had immediately ordered the PNP Internal Affairs Service (PNP IAS) as well as the National Capital Region Police Office (NCRPO) to conduct a thorough investigation on the said allegations to ensure that appropriate administrative and criminal cases will be filed against the involved personnel.

Reaffirming the principle of command responsibility, the Chief PNP reminded all Unit Chiefs and Field Commanders of their duty to lead by example. “Kayo ang tatay ng inyong mga opisina. Make sure na lahat ng ginagawa ng inyong mga tauhan ay tama. There will be no second chances for those who commit grave mistakes,” he warned.

As the 2025 National and Local Elections draw closer, General Marbil also reminded all PNP personnel to remain apolitical and fair.

“Let us bring back our dignity. Public office is a public trust. Panatilihin nating may tiwala ang taumbayan sa atin. Kapag lumabas sila ng bahay o natutulog sila sa gabi, maramdaman nila na ligtas sila. I challenge everyone — let us bring back the dignity of our uniform. This is the only gift we can truly offer to our country: a PNP that the public can trust,” Police General Marbil said.
