In a firm move to safeguard the integrity of the Philippine National Police (PNP), Chief PNP Police General Rommel Francisco Marbil has signed the Decision dismissing 11 SAF personnel involved in providing unauthorized escort services to a Chinese national, effective November 15, 2024.
Acting on the recommendation of the Internal Affairs Service (IAS), Chief PNP Marbil approved the dismissal of PLtCol Joseph A. Bagsao, PEMS Aaron A. Turano, PCpl George R. Mabuti, Pat Roger R. Valdez, Jr., PCpt Roy A. Pleños, PLt Dale Andrei D. Duterte, PLt Aaron F. Tudlong, PSMS Edmark A. Mabini, PSMS Albert S. Gandipon, PCpt Jesttony F. Asanion, and PLt Michael C. Misa. These personnel were found guilty of grave misconduct, dishonesty, grave irregularity in the performance of their duties, and conduct unbecoming of a police officer.
Additionally, PCpt Mark Victor M. Pineda was found guilty of Simple Neglect of Duty and Less Grave Neglect of Duty and had been meted out with the penalty of 31 days suspension.
PCpt Julius G. Tacay, PCMS Leolito A. Calasang, and PCpl Rusty D. Araya were exonerated due to insufficient evidence linking them to the alleged violations.
The case stemmed from an incident on May 18, 2024, when Security Guard Renz M. Antero had reported a disturbance in Ayala-Alabang Village, Muntinlupa City, caused by a fistfight. Upon arrest, it was discovered that the individuals involved were members of the Special Action Force (SAF) moonlighting as security for a Chinese national, AH Long, and his two children, without proper authorization.
An investigation by the IAS revealed that PLtCol Joseph A. Bagsao, former Battalion Commander, and PEMS Aaron A. Turano, former Battalion Executive Senior Police Officer, had deployed PCpl Mabuti and Pat Valdez as security for AH Long and his family in violation of PNP regulations. Further inquiries had shown that other officers, including PCpt Roy A. Pleños and PSMS Albert S. Gandipon, had concealed their absences by manipulating daily reports to falsely indicate that they were present on duty. In addition, Pat Valdez had transferred funds, reportedly earned through his moonlighting activities, to another officer’s account.
The investigation, supported by signed documents such as the Daily Personnel and Payroll Action Report (DPPAR), led to formal charges against the respondents. These actions had clearly violated PNP regulations and responsibilities.
Chief PNP Marbil emphasized, “Let it be clear that the Philippine National Police does not and will not tolerate any form of misconduct or dishonesty within its ranks. We are committed to upholding the highest standards of professionalism and accountability, and those who fail to uphold these values will be held accountable. This is a message to all PNP personnel: we are here to serve the people with integrity, and we will continue to cleanse the ranks of those who undermine the trust placed in us.”
