Faith, Festivity, and Security: A Look Back at the 2024 Peñafrancia Festival

The echoes of the vibrant Peñafrancia Festival celebrated this month of September, still resonate through the streets of Naga City, Philippines. This year’s celebration, a testament to the enduring faith and cultural heritage of the Bicol region, had drawn millions of devotees from across the country and beyond, making it a truly unforgettable spectacle.


A deeply rooted tradition centered around on veneration of the Virgin Mary, specifically the image of Our Lady of Peñafrancia which is believed to be miraculous and was brought out from its sanctuary in the Basilica Minore de Nuestra Señora de Peñafrancia for a grand fluvial procession, the Festival becomes an impactful breathtaking spectacle that captivates the hearts of all who have witnessed it.


The festival’s history stretches back to the 18th century, when the image of Our Lady of Peñafrancia was discovered in Bicol River. Since then, the annual celebration has evolved into a grand spectacle, encompassing a series of religious activities, cultural performances, and vibrant street processions like the Traslacion procession, which is held annually one week before the Peñafrancia Festival which is celebrated every 3rd Saturday of September.


The Peñafrancia Festival, with its large crowds and diverse activities, presents unique challenges in maintaining peace and order. This is particularly evident in 2024, as the number of devotees has increased significantly. To address these challenges, Police Regional Office 5 (PRO5) had implemented a comprehensive security plan, drawing on insights from previous years and adapting to the evolving needs of the event. This plan had involved a multi-agency approach, emphasizing collaboration and coordination among law enforcement agencies.


PRO5 had collaborated with various government agencies, including the Philippine Army, Bureau of Fire Protection (BFP), Highway Patrol Group (HPG), Philippine Coast Guard (PCG), Aviation Security Group (AVSEG), Land Transportation Office (LTO), Public Safety Office, City Disaster Risk Reduction and Management Office (CDRRMO), Regional Maritime Group, and the Traffic Force Multipliers.


PRO5’s preparations had included enhanced patrols, deployment of specialized units, interagency coordination and public awareness initiatives.


During the event, almost 1, 000,000 devotees flocked to Peñafrancia where a total of 5,000 security personnel from various government agencies, including 3,000 police officers led by Police Regional Office 5 Director PBGen Andre Perez Dizon in Naga City, Bicol Region. During the celebration, General Dizon actively participated in the Traslacion 2024 procession of Our Lady of Peñafrancia, and diligently oversaw the afternoon operations, rain or shine, of the police stationed at various Police Assistance Desks and Strategic Posts in the area. He also took the time to check on the status and situation of the police troops, AFP, Emergency Medical Response Team, and other force multipliers who all collaborated for the safety of the Festival.
