For A Better Police Force: SILG Remulla’s 1st Command Conference

Following his appointment as the new Secretary of the Department of the Interior and Local Government (DILG) on October 8, 2024, SILG Juanito Victor C. Remulla had his first Command Conference at the PNP National Headquarters in Camp BGen Rafael T Crame, Quezon City on October 14, 2024. He was accompanied by the Chief of the Philippine National Police, General Rommel Francisco D. Marbil, together with other members of the PNP Command Group. The said conference was the very first time SILG Remulla sits together with PNP Senior Officials to deliver his marching orders as the newly installed DILG Secretary.

SILG Remulla  laid down his priority concerns for the PNP organization in the next three years. These include the organization’s capital outlay, effective and efficient response time, good relations with local government units, investments, and in making the country’s police force better. He had also emphasized the need to fortify police capabilities to deliver its basic services, competency enhancement of the police force, and the smooth inter-operability of the quad-concept of operations.

Remulla had officially assumed the leadership of DILG after Benhur Abalos resigned from then post to run for the Senate in the 2025 elections. He had served as a Board Member of the Second District of Cavite in 1995 and was elected as Vice Governor of the province of Cavite in 1998, holding the position in three terms until 2007. Prior to his appointment as DILG Secretary, he had also served as Governor in the same province from 2010 to 2016 and 2019 to 2024.

After the said command conference, SILG Remulla then proceeded for a press briefing where he further explained his way forward, to include a template for his planned structural reform in PNP, stating that such plan is “a long-term study.”

“I was very happy with the output of today’s meeting. We aim to uplift the morale and uplift the professionalism of this institution. And we aim to create better community relations, especially between the local chief executives and the PNP,” he added.

He also said that his leadership wants to address some issues in the structure of PNP and to remove the “politics” and “palakasan” system within the organization.
