Philippines: Ranked 3rd Safest Country in Southeast Asia

A Positive Beginning for the Philippine National Police

The Philippine National Police once again demonstrated its noteworthy accomplishment in upholding public safety and in securing the country’s peace and order as the Philippines secured the 3rd safest country in Southeast Asia, with an impressive law and order index score of 86, just behind Indonesia (90) and Vietnam (92). This is according to the 2023 Global Law and Order Survey conducted by the Washington-based analytics and advisory firm, GALLUP.


The global survey used four questions to gather the respondent’s sense of personal security and their experiences with crime and law enforcement in their respective countries. These were: (1) In the city or area where you live, do you have confidence in the local police force?; (2) Do you feel safe walking alone at night in the city or area where you live?; (3) Within the last 12 months, have you had money or property stolen from you or another household member?; (4) Within the past 12 months, have you been assaulted or mugged? The results of the said survey were based on the national representatives and probability based samples from the 146,000 global respondents aged 15 and older.


Among the 141 countries and territories included in the survey, the Philippines achieved an overall global ranking of 33rd highest law and order index, with a commendable mark tied with Azerbaijan, Czech Republic, Ireland, Israel, Japan, Montenegro, and South Korea. Moreover, the country increased its score by 1 point from last year’s 85 mark. Indeed, a clear manifestation of the PNP’s intensive law enforcement efforts to prevent, deter and suppress all forms of criminality and lawlessness, and in ensuring public safety and security.


“We are honored and humbled by the trust placed in us by the Filipino people. PNP remains steadfast in our commitment to serve and protect. This report serves as a guiding beacon for us to continue our mission of ensuring the well-being of our communities,” said PNP Chief, Police General Benjamin C. Acorda Jr.


He also highlighted that the report signifies that PNP has garnered overwhelming confidence from the Filipino public in the realm of security and safety. That this acknowledgment reinforces the existing PNP mantra—Serbisyong Nagkakaisa (United Service) in the pursuit of creating an excellent, disciplined and trustworthy police service bound to perform its mandate with honesty, transparency and utmost respect to the fundamental human rights.


Furthermore, the Nation’s Peacekeeper also recorded a significant decrease in the total number of crimes recorded in the country, from July 1, 2022 to January 31, 2024 in nine months, with 324,368 recorded or 10.66% percent lower than the 363,075 crimes recorded in the same number of months within the period from December 1, 2020 to June 30, 2022.


In the same period, there was also a recorded decrease in seven out of the eight focus crimes. There was a decrease in the cases of rape (11.08%), physical injury (10.59%), robbery (2.26%), murder (10.17%), carnapping (23.27%), and homicide (.91%). Only theft recorded an increase at 4.79%.
The crime clearance efficiency (CCE) and crime solution efficiency (CSE) rates also increased by 0.35 percentage points (pp) (from 98.30 percent to 98.65 percent), and 0.14 pp (from 82.34 percent to 82.48 percent), respectively, in the same period.

Thus, the Philippine National Police led by its Top Cop under the guidance of President Ferdinand Romualdez “Bong Bong” Marcos Jr., pledges to continue its dedication to serving and protecting the Filipino people, including the country’s growing tourists and foreign visitors.
“Ito (referring to the survey) ang aming magiging gabay (sa PNP) sa patuloy na pagbibigay ng isang serbisyong tapat, serbisyong may puso, at Serbisyong Nagkakaisa,” added General Acorda.
