In a relentless move to ensure a peaceful and secure 2025 National and Local Elections (NLE), the Philippine National Police (PNP), Commission on Elections (COMELEC), and the Armed Forces of the Philippines (AFP) had signed a Memorandum of Agreement (MOA) on April 4, 2025, at the Chairman’s Hall, Palacio Del Gobernador in Intramuros, Manila, formalizing the turnover of the budget allocation for PNP’s election-related security operations.

Among those present at the signing were PNP Chief, Police General Rommel Francisco D. Marbil; COMELEC Chairman George Erwin Garcia; Commissioner Aimee P. Ferolino; Police Lieutenant General Jose Melencio C. Nartatez Jr., Deputy Chief PNP for Administration; and Lieutenant General Jimmy Larida, AFP Vice Chief of Staff. Representatives from other agencies also had attended the event. The collaboration among these key institutions aims to strengthen security measures and ensure the smooth conduct of the upcoming 2025 elections.

Following the MOA signing, Commissioner Ferolino officially handed over the bank cheque to PNP. This funding will support logistical needs, deployment of personnel, communication systems, and overall operational readiness in preparation for the elections.

CPNP Marbil had emphasized the organization’s focus on voters’ safety, stating, “Sisiguraduhin po natin na walang violence. Hindi lang violence— we will make sure na yung mga tao, they can vote freely. Huwag silang matakot na pumunta ng halalan. ‘Yan ang pangako ng ating Pangulo: just vote and we will ensure your safety.“

Chairman Garcia also reassured the public that all financial support given to AFP and PNP is properly audited and accounted for. “Huwag pong mag-alala ang sambayanan. Ang lahat po ng binibigay na financial assistance sa AFP at PNP ay properly liquidated and audited. Hindi po kami magbibigay sa kanila kapag walang liquidation,” he said.
The strong partnership among PNP, AFP, and COMELEC highlights the government’s firm resolve to protect the integrity, security, and credibility of the 2025 national and local elections.
