The Philippine National Police – Highway Patrol Group (PNP-HPG) has made significant strides in both crime prevention and traffic law enforcement through intensified operations in recent weeks. These efforts are in response to President Ferdinand R. Marcos Jr.’s directive to strengthen law enforcement operations and ensure road safety.
From April 14 to 20, 2025, HPG arrested three individuals—two through the implementation of arrest warrants and one through a warrantless arrest, underscoring the HPG’s operational efficiency. As part of its intensified anti-carnapping campaign, the Unit successfully recovered a total of eight stolen vehicles, consisting of five cars and three motorcycles.

In its road safety enforcement efforts, the PNP-HPG impounded 122 vehicles and 567 motorcycles for violations of Republic Act No. 4136, also known as the Land Transportation and Traffic Code. A total of 9,913 traffic violation tickets were issued, including Temporary Operator’s Permits (TOPs), Official Violation Receipts (OVRs), and Traffic Citation Tickets (TCTs).
A major accomplishment was also recorded on April 16, when personnel of the Western Samar Provincial Highway Patrol Team (WSPHPT) flagged down a vehicle along Maharlika Highway in Barangay New Mahayag, Catbalogan City, Samar, for an impoundable violation of R.A. 4136.

Upon further inspection, HPG operatives discovered multiple packs of suspected illegal drugs concealed within the vehicle driven by alias “Toper,” a resident of Barangay Lote, Naga City, Cebu. Approximately 16.351 kilograms of suspected shabu were seized, with an estimated street value of Php111,186,800.00, according to the Dangerous Drugs Board. This accomplishment underscores the PNP’s crucial role in supporting the government’s fight against illegal drugs and maintaining vigilance on national highways.
PBGen Eleazar P. Matta, Director of HPG, lauded the operating team for their vigilance and dedication, stating: “This interdiction highlights how proactive and intelligence-led road safety enforcement can disrupt the movement of illegal drugs across our highways. I commend our personnel for their swift action that led to the successful interception of a significant volume of narcotics.”

Under Presidential Decree No. 96, the PNP-HPG also apprehended 1,375 vehicles for illegal use of blinkers and lights; 17 for unauthorized horns and sirens; and 18 for modified mufflers. Furthermore, 52 violations were recorded for the unauthorized use of HPG logos and stickers, as stipulated in Article No. 179 of the Revised Penal Code.
PNP Chief, Police General Rommel Francisco D. Marbil, commended the efforts of HPG, stating that these achievements are in line with the President’s clear directive regarding public safety, responsible driving, and intensified traffic law enforcement.
“PNP remains steadfast in our mission to protect every Filipino—on the roads and in our communities. The recent accomplishments of the Highway Patrol Group are proof of our enhanced efforts for a safer Philippines. We are not merely enforcing the law; we are fostering public trust, delivering justice, and ensuring peace for every citizen,” said PGen Marbil.
