The Philippine National Police (PNP) extends its heartfelt gratitude to President Ferdinand R. Marcos Jr. for signing into law the Republic Act No. 12177 on April 15, 2025—a landmark legislation that provides free legal assistance to all military and uniformed personnel (MUPs) facing charges in connection with the lawful performance of their duties.
This new law, part of the Common Legislative Agenda, is a long-awaited reform aimed at protecting the rights and welfare of those who risk their lives daily to ensure the safety of our communities. It is a major boost for uniformed personnel across various agencies.
Under Republic Act No. 12177, the government will shoulder all legal expenses, including court representation, legal advice, preparation of legal documents, and filing fees. Covered under this law are active, retired, or honorably separated members of PNP, the Armed Forces of the Philippines (AFP), the Bureau of Fire Protection (BFP), the Bureau of Jail Management and Penology (BJMP), the Philippine Coast Guard (PCG), the Bureau of Corrections (BuCor), and the Hydrography Branch of the National Mapping and Resource Information Authority (NAMRIA).
“This is more than just a law—it is a moral commitment of the government to protect those who serve the nation. Our police officers are not alone in fulfilling their duties. The government stands behind them,” said PNP Chief, Police General Rommel Francisco D. Marbil.
The legal aid is strictly intended for cases that are clearly connected to the official performance of duties. Each agency’s legal office is tasked at evaluating and determining whether a case qualifies for assistance.
Furthermore, the law mandates agency heads to respond within 24 hours upon receipt of notice of a case to ensure that legal aid is not delayed. Funding has already been allocated for the implementation of the law, assuring police officers that financial concerns will no longer hinder access to legal support.
“This is a major victory for every honest police officer who continues to serve despite the risks. We sincerely thank the President, legislators, and everyone who contributed to making this law a reality,” PGen Marbil added.
PNP reaffirms its commitment to uphold the law while fully supporting its officers in their mission to serve and protect the Filipino people.
