The Police Regional Office 1 (PRO1) and Pangasinan State University–Alaminos Campus (PSU-Alaminos) have formally established a partnership to provide free Continuing Professional Development (CPD) trainings to PRO1 personnel. This significant initiative aims to enhance the professional capabilities of law enforcement officers in the region.
A coordination meeting and program presentation between Police Brigadier General Lou F. Evangelista, Regional Director of PRO1, and Dr. Rosario D.L. Valencerina, Campus Executive Director of PSU-Alaminos City Campus, was held on April 11, 2025, at the Office of the Regional Director, Camp Oscar M. Florendo, City of San Fernando in La Union. In attendance at the event were PLtCol Ma. Leonora Teresa A. Dela Cruz, Officer-in-Charge of the Regional Comptrollership Division and proponent of the project, and PLt Clarita S. Espiritu, Community Assistance and Development PCO of RPCADU 1.

Demonstrating a shared vision of providing accessible and quality education for public servants, PSU-Alaminos commits to offer structured training programs to PRO1 personnel at no cost. This initiative will be formally launched through a signing of a Memorandum of Understanding (MOU) in May 2025, signifying a strong commitment to professional excellence and recognizing the pivotal role of CPD in cultivating ethical, effective, and community-oriented policing.
The partnership’s first major project is a comprehensive seminar set in June 2025, which will benefit approximately 500 PRO1 personnel. Each participant will earn 10 CPD units. The seminar is entitled Mastering Language for Professional Excellence with the theme: “Empowering Professionals Through English Communication Skills.” It seeks to strengthen both individual competencies and the collective professionalism of the police force.
Additionally, PSU-Alaminos will conduct CPD training every semester to continuously support the professional growth of PNP personnel in Region 1. These regular sessions will cover PNP training topics, including but not limited to Technical Police Correspondence, Gender and Development, and Leadership and Management.

PBGen Evangelista expressed his heartfelt gratitude to PSU-Alaminos for its unwavering support, emphasizing that such initiatives are crucial in shaping a regional police force that is accountable, well-equipped, and closely aligned with the needs of the community.
Dr. Valencerina likewise underscored the importance of extending academic support to professionals beyond traditional students—especially to police officers, whose decisions greatly impact public welfare and safety.

This partnership marks a significant step toward building a more knowledgeable, responsive, and community-driven PRO1. It sets a valuable precedent for future collaborations between law enforcement and educational institutions.
