Rebel Returnee’s Decision: A Big Step Forward for Camarines Norte

A significant step was taken by an active member of the Communist Terrorist Group (CTG) who decided to surrender to the authorities and convert to the government’s program for returnees. The incident occurred at the 2nd CNPMFC, Sitio Magtagangki, Barangay Bagong Silang Labo in Camarines Norte on August 05, 2024.


The said member was identified as “Ka Toti”, married, a farmer, and a resident of Paracale, Camarines Norte. “Ka Toti” has been a member of the CTG since the year 2019. His decision to surrender was the result of the tireless efforts and cooperation of the personnel of the 2nd CNPMFC led by PLtCol Chito B. Macaspac, Force Commander, together with the personnel of Labo MPS, PIU, NICA5, 16th IB, PA, 9th IB, CAA, 91st SAC, and the RPSB Team 4 from Barangay Exciban and Barangay Bagong Silang I in Labo, Camarines Norte.


“Ka Toti” is a known member of the New People’s Army (NPA) under Jaime Velasco, alias Ka Senen, of LP1 KP1 under the Armando Catapia Command operating in the towns of Labo, Capalonga, and Jose Panganiban in Camarines Norte. His decision to surrender is clearly the result of the relentless efforts of PNP and the AFP Community Support Program (CSP).


Under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), the former rebel will undergo a debriefing session aimed at facilitating his reintegration into society. Along with his surrender, “Ka Toti” also surrendered his weapons used in the struggle. The surrendered weapons included one unit of caliber .38 revolver without trademark and serial number; six pieces of ammunition for the said firearm; three pieces of red detonating cord; three pieces of blasting caps; and two pieces of commercial dynamite known as “bigas-bigas.” These devices are currently in the custody of the Labo MPS, while the surrendered rebel is in the custody of the 2nd CNPMFC for tactical interrogation and proper documentation.


This move is an important victory in the ongoing campaign against terrorism and criminality in the province. The success behind the surrender of “Ka Toti” was proof of the government’s effective strategy in reaching out to CTG members and presenting a real opportunity for change. Considered a big step towards building a more stable society and a more peaceful future for all, with the help of E-CLIP and other programs, former rebels are given the opportunity to start over and contribute to the development of their communities.
