With the demands of society in maintaining peace and order, it is crucial to ensure the welfare of law enforcement officers. The physical, emotional and mental challenges they encounter while performing their daily duties are no joke. They tirelessly dedicate their lives day and night, notwithstanding that their safety and security in everyday tasks are not entirely guaranteed. Thus, one of the most effective ways that the Philippine National Police initiated to support the unwavering sacrifices of its personnel is to maintain their high morale through providing fair and adequate compensation.
On March 7, 2025, the Primer on Pay and Regular Allowances, Benefits, and Privileges of PNP Personnel and their Dependents; and the Killed in Police Operation (KIPO) / Wounded in Police Operation (WIPO) Benefits Information Poster were officially launched. Leading the activity was PNP Chief, Police General Rommel Francisco D. Marbil, together with Police Lieutenant General Jose Melencio C. Nartatez Jr., The Deputy Chief for Administration, and Police Lieutenant General Robert T. Rodriguez, The Deputy Chief for Operations. Also present in the said event were Directorial Staff Directors, the DPRM Command Group, Division Chiefs, and personnel from the Moral and Welfare Division.

The creation of the Primer is a manifestation of Chief, PNP’s priority endeavor to uplift the morale and welfare of every PNP personnel. It is also in sync with the aspiration of the national government under the leadership of President Ferdinand “Bongbong” R. Marcos Jr. in its continuous support for the uniformed personnel. The President had emphasized the importance of providing security and assurance to law enforcement officers so that they can perform their duty without fear, knowing that there is substantial support for them and their families.

Through this Primer, every PNP personnel, including their dependents will be well informed on the allowances, benefits, and privileges that they can receive. A total number of 2,676 copies were dispensed on November 18, 2024, to be distributed to every PNP offices/units.
Meanwhile, the conception of the KIPO and WIPO posters emanated from the launching of the advocacy film “Benepisyo” on December 27, 2024. The posters’ aim is to inform the financial and legal assistance that families of police officers who are killed or injured in operations may receive. A total number of 5,400 posters, 2,700 of which were KIPO posters and the same were WIPO posters, had been distributed to every PNP office/unit, including training schools. This was followed by an additional 1,600 copies after the release of the said advocacy film.

In his keynote message, PNP Chief PGen Rommel Francisco D. Marbil reaffirmed the organization’s dedication to ensure that every personnel knows and receives the benefits they deserve. “Let’s make sure our personnel—both uniformed and non-uniformed—receive the benefits they deserve. A sound system means more empowered personnel who have confidence in their organization. By adopting these mechanisms, we can further strengthen our ranks as a motivated force for the people.”

Gen. Marbil added that education is important when it comes to police benefits. “This primer will serve as an important guide for our personnel so they can fully understand their privileges. Many of our police officers have served for a long time and even retired without knowing all the privileges they receive. So is their family. There are times when our police officers face legal challenges or are injured in operations without knowing that there is support for them. By making this information clear, we are ensuring that every police officer and their family receive the help and protection they deserve.”

The primer and posters serve as comprehensive guide about the financial and welfare assistance available to PNP personnel. By providing clear and detailed information, these publications serve to ensure quick access to benefits without unnecessary delays or confusion.
