His Excellency, Ferdinand R Marcos, Jr., President, Republic of the Philippines, graced the first-ever commencement ceremony of the 100 Bangsamoro Police Basic Recruit Course (BPBRC) Batch 2023-01 Classes Alpha to Bravo “BAKAS-LIPI” on April 29, 2024 at Camp Brigadier General Salipada K Pendatun in Parang, Maguindanao del Norte.
The police host, PBGen Prexy D. Tanggawohn, Acting Regional Director, PRO BAR, welcomed and greeted His Excellency with arrival honors as he first stepped into the camp, showcasing the warm hospitality of the personnel of the Police Regional Office BAR.
As part of the implementation of the Comprehensive Agreement on the Bangsamoro (CAB), certified members of MILF and MNLF were given the opportunity to join and enter the Philippine National Police through NAPOLCOM Resolution No. 2022-0081, “Prescribing NAPOLCOM Special Qualifying Eligibility (NSQE) as Appropriate Eligibility for Temporary Appointment to the Rank of Patrolman/Patrolwoman in the PNP for Members of MILF and MNLF.”
Out of the 102 applicants who took their oath on August 10, 2023, a total of 100 police trainees successfully met all the prerequisites for the first batch of graduates from the MILF and MNLF quota, composing of 92 males and 8 females.
Five police trainees received medals and certificates of recognition for their impressive performances and records during their six-month training.
Patrolman Alkaisar Saribon Faizal topped the Final Order of Merit with an average grade of 89.93%; Patrolman Norhan Guiabal Guimba and Patrolman Emrollah Payag Sapal were the top 2 and top 3, respectively. Patrolman Abdullah Cabaro Lumambas received the Leadership Award for his outstanding service as the class’ Battalion Commander.
Pat Lacmudin Sendad Abdul was recognized for his commitment to financial responsibility and good decision-making by having the biggest savings out of the expenses incurred for 100 graduates.
PRO BAR was honored to host a historic event as members of Batch “BAKAS-LIPI” became the first graduates from the Police Non-Commissioned Officers Program, graced by the presence of no less than the President of the Republic of the Philippines. Notably, this batch included descendants of MILF and MNLF, symbolizing a step towards a makaBAGONG PILIPINAS. This significant milestone highlights the nation’s progress towards sustaining peace, security, and order in the Bangsamoro Region.
His Excellency Ferdinand R. Marcos, Jr. emphasized four key points in his address to the new graduates: First, he reminded them that their acceptance was based solely on their character, and thus they must uphold their integrity. Second, he encouraged them to always exhibit courage and determination. Third, he advised them to diligently continue acquiring new skills and knowledge to advance their careers and serve as positive role models. And fourth, he called for fostered cooperation and understanding between the government and the community.
