Demonstrating steadfast resolve in the fight against smuggling, the Police Regional Office 9 (PRO 9), under the leadership of its Regional Director, Police Brigadier General Roel C. Rodolfo, has made significant strides in its anti-smuggling operations since the start of 2025. Backed by the directive of Philippine National Police (PNP) Chief, Police General Rommel Francisco D. Marbil, PRO 9 intensified its efforts, resulting in the seizure of over Php103 Million worth of smuggled tobacco products in just four months.
From January 10 to May 2, 2025, PRO 9 successfully conducted 51 targeted operations across the region. These operations led to the arrest of 78 individuals and the confiscation of a massive haul: 452 packs, 5,266 reams, and 1,665 master cases of smuggled cigarettes.

Upon assuming command on January 10, Police Brigadier General Rodolfo prioritized a more aggressive posture against smuggling syndicates. His strategy included strengthening border security and enforcing stringent internal discipline. In instances where uniformed personnel were found to be involved in smuggling activities, swift administrative and criminal actions were to be taken—sending a clear signal that under his watch, corruption will not be tolerated within PRO 9.
To further reinforce maritime security, PRO 9 mobilized 14 upgraded and strategically positioned seacrafts for 24/7 patrols in known smuggling routes. The deployments covered Zamboanga del Norte with five units (Sibuco, Siocon, Sirawai, Baliguian, Dipolog); Zamboanga Sibugay with four units; Zamboanga del Sur with two units; as well as Zamboanga City and Isabela City, also with two units.

These efforts align closely with the national directive of President Ferdinand R. Marcos Jr. to step up the war on smuggling, particularly in vulnerable maritime areas.

Through enhanced enforcement, inter-agency coordination, and strategic leadership, PRO 9 continues to lead the charge in curbing illicit trade in Southern Philippines—solidifying its role as a key force in the nation’s economic defense.
