The Philippine National Police (PNP), under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, PNP, continues to intensify its campaign against human trafficking as the Philippines maintains its Tier 1 ranking in the U.S. Department of State’s Trafficking in Persons Report for 11 consecutive years, from 2015 to 2026.
The ranking system evaluates countries’ efforts to combat human trafficking under three main tiers. Tier 1 recognizes governments that fully meet the minimum standards for eliminating trafficking, while Tier 2 covers those making significant efforts to meet these standards. Tier 3 applies to countries that fail to meet the standards and show insufficient progress in addressing the problem.
The Women and Children Protection Center (WCPC), led by its Director, Police Brigadier General Maria Sheila T. Portento, spearheads specialized efforts to combat human trafficking through investigations, rescue operations, victim protection, capacity-building, and collaboration with local and international partners. As the PNP’s lead unit in handling trafficking in persons cases, WCPC plays a vital role in pursuing traffickers, protecting victims, and strengthening the country’s response to this serious crime.
“An effective fight against human trafficking requires persistent law enforcement, strong partnerships, and accountability at every stage. We will press forward against those who exploit the vulnerable and work to ensure that victims receive the protection they deserve,” PGen Nartatez said.
“Hindi natin hahayaang malagay sa panganib ang buhay at kinabukasan ng mga kababaihan at kabataan. Patuloy nating paiigtingin ang mga hakbang upang maprotektahan sila at matiyak na ang mga lumalabag sa batas ay mananagot,” he added.
As the Philippines maintains its Tier 1 ranking, the PNP will continue to intensify efforts to combat human trafficking and protect vulnerable sectors through strengthened law enforcement operations, enhanced interagency cooperation, and sustained public awareness initiatives. These efforts underscore the PNP’s commitment to safeguarding human rights, promoting public safety, and upholding its mandate to serve and protect the Filipino people under its mantra, “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
