With its commitment to genuine public service and cultural appreciation, the Philippine National Police (PNP), under the leadership of Police General Nicolas D. Torre III, Chief, PNP, continues to bridge perceived gaps between government authorities and the community by building trust through meaningful engagements and initiatives, reaching with far-flung areas in different parts of the country.
On July 22, 2025, the 2nd Cagayan Provincial Mobile Force Company (PMFC), led by Acting Force Commander Police Major Jefferson D. Mukay, launched an outreach program and medical mission in Palaui Island—a remote, boat-access-only area off the coast of Sta. Ana, Cagayan. Said outreach program was part of the series of activities spearheaded nationwide by PNP in celebration of the 30th Police Community Relations (PCR) Month.

Anchored on Project MODELS (Medical, Optical, Dental, Evangelism, Legal, and Other Services), the mission delivered vital health and humanitarian assistance to island residents with limited access to basic government programs. Despite logistical challenges, the team successfully served 156 individuals through medical check-ups, 100 through dental services, and 88 through optical care. Additionally, 100 families received essential relief goods demonstrating a holistic approach to public welfare and community support.

Adding a vibrant and heartfelt layer to the event was the much-anticipated “PNP Agta Got Talent”, a cultural presentation featuring members of the indigenous Agta community. Through their performances of traditional music and dance, the participants proudly showcased their heritage, captivating the audience with their raw talent and rich cultural identity. All participants received prizes as tokens of appreciation, further reinforcing the event’s impact and honoring indigenous culture.

Mrs. Arcenia Ibanes, leader of the Agta tribe, expressed her gratitude, saying, “Mas marami palang ahensya ng gobyerno ang may malaking puso. Kahit napakalayo ng Palaui, narito [sila] upang magsilbi, hindi lamang sa aming tribo kundi sa lahat. Ramdam namin ang [kanilang] malasakit para sa amin.”
The success of the outreach was made possible through the collaborative efforts of several groups, including the 2nd CPMFC Company Advisory Group led by Dr. Rizalina Sagaysay, the MSGBII under Mr. Marianito Bautista, the LGU and Municipal Health Office of Sta. Ana, Barangay San Vicente officials, and a committed team of volunteer doctors, dentists, and nurses.

The day also marked the oath-taking ceremony of the newly inducted Company Advisory Group members, strengthening the alliance between the police and local stakeholders in promoting peace, development, and community well-being.
Police Major Alberto Pestejo, Deputy Force Commander, extended his gratitude to the people of Palaui for their warm welcome, saying: “Hindi hadlang ang layo, init, o alon kung ang kapalit ay ang kasiyahan ng mga kababayan nating matagal nang hindi naaabot [ng] ganitong serbisyo. Ito ang tunay na diwa ng Police Community Relations—ang pagkakaisa at malasakit.”

Special recognition was also given to the medical professionals who dedicated their time and expertise to the mission, including Dr. Ferquin Ramos, Dr. Gladine Chrishena Canonio, Police Captain Timothy Josef R. Javier (Dental Officer), Police Captain Chris O. Tenerife (Nurse Officer), and Patrolwoman Diane Fey Oñate (Medtech PNCO).

Through this mission, the 2nd Cagayan PMFC proved that the heart of public service knows no bounds—not even the distant shores of Palaui Island. It embodied the core message of Police General Torre during the PCR Month Kick-off Ceremony: a call for every police officer to be truly engaged in the community and to strengthen bonds with the people. With unity, compassion, and cultural respect, PNP is not only protecting the people—it is embracing them.
