Following the announcement of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) on the onset of the rainy season in the country as early as June 2, 2025, several areas in the country, particularly in Luzon and Mindanao had experienced persistent torrential rain and flooding. PAG-ASA reported that such severe weather was also influenced by the Southwest Monsoon, locally known as Habagat, and tropical depressions that were closely monitored within the Philippine Area of Responsibility (PAR).
Despite earlier preparations, government advisories, and public announcements, residents were still overwhelmed with the effects of flooding brought by heavy downpour in some localities. This prompted various government authorities, including the Philippine National Police (PNP) to conduct search and rescue operations to flood-affected individuals.

In the midweek of July, floodwaters had worsened in some towns and cities as several typhoons have stricken the country. Rescue Teams from different agencies and Local Government Units (LGUs) were deployed on the ground to save lives, evacuating victims as quickly as possible. The Nation’s Peacekeepers likewise mobilized its emergency teams particularly those from the police regional offices, PNP Special Action Force (PNP-SAF), the PNP Maritime Group (PNP- MG) and others to facilitate similar operations across the country.

The Police Community Affairs and Development Group (PCADG) with its Director, Police Brigadier General Marvin Joe C. Saro, under the supervision of the Directorate for Police Community Relations headed by Police Major General Roderick Augustus B. Alba, TDPCR, immediately complemented the PNP personnel on the ground. Facilitated by its Community Assistance and Development Division (CADD) led by Police Lieutenant Colonel Luis E. Guisic, Officer-in-Charge, the Group spearheaded a significant relief initiative that commenced days after its 33rd Founding Anniversary Celebration on July 21, 2025.

Through the PNP Food Bank, PCADG successfully prepared a total of 1,200 relief buckets for distribution to the flood victims in Metro Manila. Said initiative was supported by the PNP Chief himself, Police General Nicolas D. Torre III, who personally joined the relief distribution in Barangay 649 Baseco Compound, Tondo, Manila City on July 27, 2025. An additional 1,200 food packs were also prepared by the Group ready for distribution outside Metro Manila.

One of the beneficiaries, Redilla O. Maxilom, expressed her gratefulness to the PNP organization for the assistance. When interviewed by a News 5 reporter about how she felt after receiving the donated goods, she tearfully said, “Masaya ma’am, kasi kahit papaano, may nagbigay ng tulong sa tulad naming nasalanta. Kaya nagpapasalamat kami ng malaki. Naiiyak ako sa tuwa.. at hindi pala lahat ng pulis ay masama, halos karamihan naman may mabubuting puso.”


Notably, PCADG also generated a total of Php59,100.00 in cash, as well as an estimated amount of Php196,080.00 worth of goods donated from private individuals, stakeholders and non-government organizations. These donations were collected following the charity event, Boxing For A Cause: “Laban Para sa Nasalanta” held at Rizal Memorial Coliseum in Malate, Manila City, earlier that day.

Overall, the event enabled PNP to fundraise a total of Php440,000.00 in ticket sales and over Php16 Million worth of donations intended for the victims of Typhoons Crising, Dante, and Emong. These donations were duly turned over to the Department of Social Welfare and Development (DSWD) and the Philippine Red Cross (PRC).

On July 31, 2025, PNP together with the Rotary Club of Camp Crame and The Fraternal Order of Eagles – Philippine Eagles, Inc., came together in a warm and heartfelt send-off ceremony with one mission: to bring hope and help thousands of our kababayan in Northern and Central Luzon who were heavily affected by the recent typhoons.

This meaningful endeavor was made possible through the leadership of Police Lieutenant General Edgar Alan O. Okubo, President of the Rotary Club of Camp Crame; and the strong commitment of the Fraternal Order of Eagles-Philippine Eagles, Inc., headed by Eagle Ronald Delos Santos, National President; with Eagle Agaton Javier, Executive National Vice President; Eagle Soliven Teo, Vice President for Mindanao; and Eagle Allan Corpuz, Secretary General.

The PNP Top Cop personally thanked the civic partners for their quick response and genuine concern for those severely affected, especially in the provinces of Tarlac, Pangasinan, La Union, Ilocos, and Abra. Over 7,500 individuals are expected to receive much-needed assistance through this joint relief effort, which he described not just as timely, but a true lifeline.

PGen Torre also reminded everyone of what bayanihan truly means, it is when people from all walks of life come together in the spirit of compassion and solidarity.
This send-off was not just about delivering relief, it was also an important reminder that in times of hardship, the Filipino spirit shines brightest when we face every adversity together.
