Project INVINCIBLE, launched by the Philippine National Police (PNP) through Police Regional Office 2 (PRO 2), aims to advance lasting peace and development by supporting the reintegration of 193 former rebels, now recognized as Peace Advocates. Held on June 9, 2026, at the 2nd Cagayan Provincial Mobile Force Company (PMFC) Headquarters, the initiative brought together the National Anti-Poverty Commission (NAPC), PNP, and partner agencies to provide government assistance.
Spearheaded by the 2nd Cagayan PMFC, the initiative underscored the PNP’s commitment to sustaining peace and promoting inclusive development by providing former rebels with opportunities to rebuild their lives and become productive members of their communities.

The program was graced by NAPC Secretary Lope B. Santos III, who served as the Guest of Honor and Speaker. It was attended by Police Brigadier General Mariano C. Rodriguez, Acting Regional Director of PRO 2; Police Colonel Mardito G. Anguluan, Provincial Director of the Cagayan Police Provincial Office; Police Major Jefferson D. Mukay, Force Commander of the 2nd Cagayan PMFC; Director Lucia S. Alan, Regional Director of the Department of Social Welfare and Development (DSWD); Mr. George P. Caday, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Focal Person; personnel from the Department of Agriculture (DA); representatives from the Provincial Government of Cagayan; and other PNP personnel.
Central to the program was the launch of Project INVINCIBLE (Innovation for Nurturing Hope and Valuing Every Friend’s Rescue and Integration into Society for New Beginnings; Collaboration with Government Agencies to Instill Discipline and Build Community Partnerships; and Leadership with Integrity to Empower for Lasting Peace and Transformation), a convergence mechanism designed to strengthen the reintegration of former rebels through coordinated government interventions and community-based support programs.

As part of the assistance, the 193 Peace Advocates each received Php10,000 financial aid from the DSWD, along with agricultural seeds distributed by the DA to support livelihood and food production initiatives.

The program also featured the sharing of experiences by former members of armed groups, who recounted their journeys toward reform, reconciliation, and productive community involvement. Their stories highlighted the positive impact of government programs that support reintegration and provide opportunities for a fresh start.

PBGen Rodriguez stressed that genuine peace is achieved not only through law enforcement but also by empowering communities, stating: “This initiative reflects our unwavering commitment to bringing government services closer to the people and supporting individuals who have chosen the path of peace.”
The activity likewise reflects the PNP Focused Agenda, a strategic framework for institutional transformation aimed at making the police service more responsive, trusted, and community-centered. Among its key priorities is Active Community Support, which promotes stronger collaboration among law enforcement agencies, local communities, and partner organizations in fostering peace, development, and national unity.
Police General Jose Melencio C. Nartatez Jr., PNP Chief, emphasized the significance of empowering former rebels through sustained government intervention and community partnership.
“Peace is strengthened when people are given real opportunities to rebuild their lives, contribute to their communities, and become partners in nation-building. Programs that support reintegration help transform former conflict areas into communities of growth and progress,” he said.
The PNP Chief also commended the partner agencies and local stakeholders whose collaborative efforts made the initiative possible.
“Successful reintegration programs demonstrate that lasting peace requires a whole-of-government and whole-of-community approach. By working together, we create pathways for reconciliation, development, and a more secure future for every Filipino,” he added.
As PNP continues to support peacebuilding efforts, strengthen community partnerships, and promote programs that encourage reconciliation and inclusive development, it remains committed to bringing government services closer to the people, fostering social progress, and helping build safer, more resilient communities for all Filipinos.
