The Philippine National Police (PNP), led by its Chief, Police General Jose Melencio C. Nartatez Jr., conferred Performance Governance System (PGS) status on 12 PNP offices that successfully completed the Compliance and Institutionalization stages of the PGS Certification Pathway during a ceremony on August 24, 2026, at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame, Quezon City.
Representing the PNP Chief was Police Lieutenant General Bernard M. Banac, Deputy Chief PNP for Administration. The event was also attended by Ambassador Marciano A. Paynor Jr., Undersecretary, Office of the Executive Secretary, and Member of the National Advisory Group for Police Transformation and Development; Police Lieutenant General Wilson Joseph F. Lopez, Deputy Chief PNP for Operations; Police Lieutenant General Neri Vincent D. Ignacio, Chief of the Directorial Staff and Chairperson of the Technical Working Group for the PNP P.A.T.R.O.L. Plan 2030; and Police Brigadier General Madeline D. Cacao, Chief of the Center for Police Strategy and Management (CPSM).
Three PNP offices were recognized for completing the Compliance Stage of the PGS Certification Pathway. The Peace Process and Development Center (PPDC) and the PNP Recruitment and Selection Service (PNP RSS) received Silver Eagle Awards after attaining ratings of 90.30% and 90.34%, respectively. Meanwhile, the Police Regional Office–Negros Island Region (PRO NIR) earned a Gold Eagle Award with a rating of 96.03%.
Nine offices were likewise recognized for completing the Institutionalization Stage. These were the Directorate for Intelligence (DI), Directorate for Operations (DO), Directorate for Personnel and Records Management (DPRM), Directorate for Education and Training (DET), Directorate for Police Community Relations (DPCR), Logistics Support Service (LSS), Directorate for Comptrollership (DC), Police Regional Office 7 (PRO 7), and Maritime Group (MG).
DI and DO received Silver Eagle Awards with ratings of 94.61% and 95.54%, respectively, while DPRM, DET, DPCR, LSS, DC, PRO 7, and MG earned Gold Eagle Awards, with ratings ranging from 96.00% to 97.27%. The Maritime Group posted the highest rating among all the recognized offices at 97.27%.
The PGS conferment reflects the PNP’s continuing efforts to institutionalize good governance, strengthen organizational performance, and sustain reforms across its offices and units. Through the PGS Certification Pathway, PNP offices are encouraged to adopt effective governance mechanisms, enhance performance, and align their initiatives with the organization’s strategic objectives.
As the PNP continues to pursue its transformation and modernization goals under the PNP Focused Agenda, the achievements of the 12 recognized offices demonstrate the organization’s commitment to building a performance-driven institution anchored in good governance, accountability, and sustained public service excellence.
