Strong Partnerships Drive Police Modernization: PNP and KOICA Formalize Criminal Investigation Data Management Project

Strong partnerships remain essential in advancing public safety, strengthening institutional capacity, and responding effectively to evolving security challenges. In line with this, the Philippine National Police (PNP), in partnership with the Korea International Cooperation Agency (KOICA), the Department of the Interior and Local Government (DILG), and the Embassy of the Republic of Korea, formally held the Ceremonial Signing of the Record of Discussions (ROD) for the “Establishment of Criminal Investigation Data Management and Analysis System Project” on May 28, 2026, at Camp BGen Rafael T Crame in Quezon City.

The event was graced by DILG Secretary Juanito Victor C. Remulla Jr., PNP Chief Police General Jose Melencio C. Nartatez Jr., Acting Director of the Directorate for Investigation and Detective Management Police Brigadier General Matthew P. Baccay, KOICA Philippines Country Director Jung Youngsun, and KOICA Deputy Country Director Lee Hwayeon, together with key officials from partner institutions.

The ceremonial signing marked a significant milestone in the continuing cooperation between the Philippine Government and the Republic of Korea in advancing public safety, criminal investigation capabilities, and law enforcement modernization. The initiative reflects a shared commitment to fostering innovation, strengthening institutional effectiveness, and improving public service delivery through technology-driven solutions.

The ROD formalizes the cooperation framework for implementing a major information system initiative to enhance the PNP’s capacity for crime prevention, criminal investigation, and data-driven analysis. Through this project, the PNP seeks to integrate and strengthen its existing investigative databases through a centralized system designed to improve operational efficiency, investigative accuracy, and inter-agency coordination.

Officials highlighted that the project represents a major advancement in the longstanding partnership between the Philippines and the Republic of Korea, particularly in promoting safer communities through modernized policing mechanisms. By leveraging digital technologies and information systems, the initiative is expected to support more responsive, transparent, and efficient law enforcement services.
