Kasurog Cops Receive New Mobility Assets to Strengthen Emergency Response

Keeping communities safe is a continuing responsibility that demands sustained police presence, swift emergency response, effective coordination, and a strong partnership among government agencies and local stakeholders. Recognizing that peace and security concerns constantly evolve, the Philippine National Police (PNP) continues to strengthen its operational capabilities and deepen collaboration with its partners to ensure that police services are delivered promptly and effectively where they are needed most.

This commitment was highlighted as Police General Jose Melencio C. Nartatez Jr., Chief, PNP, joined the 3rd Quarter Full Council Meeting of the Regional Peace and Order Council V (RPOC V) on August 10, 2026, at the PRO 5 Regional Headquarters, Camp BGen Simeon A. Ola, Legazpi City.

The meeting was graced by Department of the Interior and Local Government (DILG) Secretary Juanito Victor C. Remulla Jr., and attended by Police Brigadier General Erosito N. Miranda, Regional Director of the Police Regional Office 5 (PRO 5), representatives from the Philippine Army, Philippine Drug Enforcement Agency (PDEA), local chief executives, and other partner agencies and stakeholders.

The RPOC V meeting served as an important platform for government agencies and peace and order partners to assess the region’s security situation, address emerging concerns, and strengthen inter-agency coordination. Through sustained collaboration and the sharing of operational strategies, the participating agencies reaffirmed their collective responsibility to address threats and ensure that appropriate interventions are promptly implemented to protect communities.

During the meeting, PRO 5 presented its operational accomplishments and key initiatives under the PNP Focused Agenda and Safer Cities initiatives. These efforts underscore the PNP’s continuing commitment to crime prevention, enhanced police visibility, improved operational responsiveness, and the delivery of efficient and accessible police services to the public.

A significant highlight of the activity was the ceremonial turnover of 20 Unified 911 Emergency Response Motorcycles by Secretary Remulla to PRO 5. PBGen Miranda formally received the additional mobility assets during the ceremony held at the PRO 5 Grandstand.

The turnover strengthens the Kasurog Cops’ emergency response capability, enabling them to respond quickly to emergencies and other critical incidents in the Bicol Region. These motorcycles will be distributed to the provinces of Albay and Camarines Sur and were duly received by Hon. Noel E. Rosal, Governor of the Province of Albay, and Hon. Luis Raymund “Lray” Villafuerte, Governor of the Province of Camarines Sur. The motorcycles are expected to enable responders to reach communities more quickly, particularly in areas that may be difficult to access with larger emergency response vehicles.

The new mobility assets will likewise strengthen police visibility along major highways and road networks, urban centers, and other strategic locations. They also support the Bicol Shield Project, one of PRO 5’s key operational programs, which aims to strengthen police visibility and security along major highways and road networks, deter criminal activities, enhance traffic and public safety operations, and facilitate faster police assistance to motorists, commuters, and other road users.

The initiative demonstrates the DILG and PNP’s continuing commitment to strengthening operational readiness and improving emergency response services. It also reflects the value of sustained government support in providing police personnel with the necessary resources and capabilities to perform their duties effectively.

More importantly, the initiative highlights the importance of a whole-of-government approach to public safety. Maintaining peace and order cannot be achieved by the police alone. It requires the collective efforts of national government agencies, local government units, law enforcement and security partners, community stakeholders, and the public.

As PRO 5 continues to implement its operational programs and strengthen its presence across the Bicol Region, the additional mobility assets will serve as a vital force multiplier, bringing police assistance closer to the people and enhancing response times, accessibility, police visibility, and preventive and proactive policing. With sustained cooperation among government agencies and peace and order partners, the PNP remains steadfast in its mission to protect communities and respond swiftly to emergencies.
