Bringing Joy to Children, Extending Care to Families

For parents, one of the greatest joys is giving their children experiences they may not have had during their own childhood. Sometimes, this means providing the toys they once dreamed of having or allowing their children to enjoy simple yet memorable traditions, such as dressing up in Halloween costumes and going trick-or-treating. These gestures reflect a parent’s desire to make their children’s childhood more memorable and meaningful.

Recognizing that Philippine National Police (PNP) personnel are required to remain on duty during holidays and special occasions, the PNP OLC Foundation, Inc. (PNP OLCFI), led by its National Adviser, Mrs. Mary Rose O. Nartatez, organized a Halloween celebration for PNP dependents on October 29, 2026, at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame in Quezon City.

Police General Jose Melencio C. Nartatez Jr., Chief, PNP, and Police Major General Redrico A. Maranan, Officer in Charge of the Office of the Chief of the Directorial Staff, joined other key PNP officials and dependents during the activity.

The celebration brought an afternoon of fun and excitement as children participated in a Trick-or-Treat parade and enjoyed various activities, including a magic show by Magic of Marcus and other parlor games. The PNP Dance Team, together with the children and ALAB BOI, also delivered special performances that added to the festive atmosphere. The event further featured the awarding of Best in Costume, followed by the distribution of loot bags at the Multi-Purpose Center and snacks at Bulwagang Lapulapu.

Beyond the festivities, the activity highlighted the importance of recognizing the families who share in the demands and sacrifices of police service. By giving children opportunities to celebrate and create cherished memories, the PNP OLCFI brought the joy of Halloween to families whose parents are often called upon to serve even during special occasions.

Extending its commitment to children’s welfare, the PNP, in partnership with the Rotary Club of Camp Crame, also conducted the “Little Hearts, Caring Hands” initiative on the same day at the PNP Health Service Multi-Purpose Hall. Held in observance of the International Day of Care and Support, the activity focused on promoting children’s health, personal hygiene, and interactive learning through practical lessons.

Led by Police Lieutenant General Wilson Joseph F. Lopez, Officer in Charge of the Office of the Deputy Chief PNP for Administration and President of the Rotary Club of Camp Crame, the initiative carried the theme, “Munting Kamay, Malaking Kalinga: Batang Malusog, Masaya, at May Malasakit.” It brought together partners in advancing their shared commitment to helping children develop healthy habits and become more conscious of their personal well-being.

Through discussions and demonstrations, the children learned the importance of proper handwashing, healthy nutrition, and toothbrushing. Storytelling sessions and interactive puzzles complemented the lessons, making the activities more engaging. The distribution of gifts to pupils of Camp Crame Elementary School and high school volunteer workers further underscored the partners’ commitment to nurturing children through education and extending care to the younger generation.

These initiatives reflect the PNP’s continuing commitment to its Morale and Welfare priority under the PNP Focused Agenda. Under the leadership of PGen Nartatez and with the support of its partners, the police force continues to recognize that the well-being of its personnel is closely connected to the welfare of their families. By bringing joy to children, promoting healthy practices, and fostering meaningful partnerships, the PNP gives greater meaning to Serbisyong Nararamdaman, demonstrating that genuine public service begins with a culture of care that extends to its own personnel and the communities it serves.
