The National Capital Region Police Office (NCRPO), through the Station Drug Enforcement Unit (SDEU)-Caloocan City Police Station of Northern Police District (NPD), under the leadership of PCol Josefino D. Ligan, NPD Acting District Director, had successfully apprehended two drug suspects, including a High-Value Individual (HVI), in an intelligence-driven buy-bust operation conducted at around 2:47 AM on February 13, 2025 along Dagat-dagatan Avenue corner Taksay Street in Barangay 28, Caloocan City.
The arrested individuals were identified as alias “Alibay,” 31 years old, a female High-Value Individual and known drug pusher from Pasay City; and alias “Ralph,” 21 years old, and a male resident of Bagong Barrio in Caloocan City. Confiscated during the operation were approximately 750 grams of suspected shabu, with an estimated Standard Drug Price (SDP) of Php5,100,000. Authorities had also recovered Php1,000 in marked buy-bust money, Php64,000 in boodle money, and Php1,000 in cash.

The suspects were detained at the Caloocan City Police Station, while charges for violating Sections 5 and 11, Article II of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) were being prepared for filing before the Caloocan City Prosecutor’s Office.

The seized illegal drugs were forwarded to the Northern Police District Forensic Unit for laboratory examination. This successful operation highlights the effectiveness of the AAA Strategy of NCRPO, which focuses on strengthening law enforcement capabilities, proactive intelligence operations, and fostering strong community partnerships to maintain public safety in Metro Manila.
PBGen Anthony A. Aberin, Acting Regional Director of NCRPO, had praised the operatives for their dedication relative to the ongoing anti-drug campaign. “This arrest is proof of NCRPO’s steadfast commitment to eradicating illegal drugs in Metro Manila. We will continue to intensify our efforts to ensure that these criminals, especially High-Value Individuals, are held accountable and put behind bars,” PBGen Aberin had stated.
