The Philippine National Police (PNP) officially launched the Community Assistance, Safety, and Support Network (CASSN) on May 7, 2025 at Plaza Ruiz in Binondo, Manila. This is to strengthen engagement and support with the Filipino-Chinese and foreign communities in response to growing concerns over kidnapping, extortion, and other globally connected crimes.
PNP Chief, Police General Rommel Francisco D. Marbil, led in the launching ceremony, joined by high-ranking officials including Police Lieutenant General Jose Melencio C. Nartatez Jr., Deputy Chief PNP for Administration; Police Lieutenant General Robert T. Rodriguez, Deputy Chief PNP for Operations; Police Major General Roderick Augustus B. Alba, Director for Police Community Relations (DPCR); Police Major General Nicolas D. Torre III, Director of Criminal Investigation and Detection Group (CIDG); Police Major General Anthony A. Aberin, Regional Director of National Capital Region Police Office (NCRPO); Police Brigadier General Marvin Joe C. Saro, Director of Police Community Affairs and Development Group (PCADG); Police Brigadier General Benigno L. Guzman, Officer-In-Charge of Manila Police District (MPD); Police Colonel David N. Poklay, Officer-In-Charge of Anti-Kidnapping Group (AKG); and Police Colonel Randulf T. Tuaño, Acting Chief of the Public Information Office (PIO).

The event was also attended by representatives from various government agencies and community leaders, including Ms. Tara E. Bunch, President of the Foreign Nationals Keepers Network (FNKN); Atty. Jeremy C. Lotoc from the National Bureau of Investigation (NBI); Asec. Erel Cabatbat from the Presidential Communications Office (PCO); Usec. Nestor B. Sanares from the Department of the Interior and Local Government (DILG); Mr. Jeffrey Ng, representative of Mr. Victor T. Lim from the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII); and Mr. Vincent Chan, representing Mr. Arian Hao of the Philippine Chinese Chamber of Commerce and Industry, Inc. (PCCCII).

CASSN is designed to create operational units in key cities that will serve as direct communication channels between the police and foreign communities. It also promotes the delivery of culturally competent police services, and formalizes partnerships through a Memorandum of Agreement (MOA). A critical component of the program includes language training for police personnel in basic Chinese and other relevant languages, along with the development of proactive strategies for outreach, engagement, and rapid response to crimes.

“This is operational readiness with compassion. The Community Assistance, Safety, and Support Network or CASSN is not just about setting up help desks or assigning liaison officers. It is a major step toward ensuring that our police services reach every corner of the nation—with understanding, respect, and purpose,” said PGen Marbil.
The CASSN initiative was initially rolled out in major urban centers, including Binondo in Manila, Quezon City, Angeles City, Baguio City, Cebu City, and Davao City. These pilot areas will be supported by trained liaison officers who will act as cultural and language bridges between PNP and foreign communities. The goal is to empower communities in reporting crimes, enhance coordination in response efforts, and strengthen trust.

“Today marks not just an important milestone but the beginning of a noble pursuit—one that promotes safety through unity, protection through cooperation, and peace through understanding,” PGen Marbil added.
With CASSN, PNP not only strengthens public safety mechanisms, but also fosters inclusivity and solidarity in its service to all people in the Philippines, regardless of culture or nationality.
