The Philippine National Police (PNP) officially inaugurated and blessed the newly revitalized Child Development Center (CDC) on April 30, 2025, at Camp BGen Rafael T Crame, Quezon City, in a ceremony that highlighted the PNP’s commitment to enhancing family-oriented services. This initiative aligns with the directive of President Ferdinand R. Marcos Jr., who emphasized the importance of strengthening family programs as key component of effective public service.

The ceremony unfolded under the guiding presence of Mrs. Mary Rose P. Marbil, then Adviser of the PNP OLC Foundation, Inc., who delivered an opening message that reflected the foundation’s unwavering dedication to uplifting the families of PNP personnel. Hon. Ma. Josefina “Joy” Belmonte, Mayor of Quezon City, graced the occasion as the Guest of Honor and Speaker, reaffirming the strong partnership between the local government and the police in promoting programs that support the welfare of public servants and their families.

The newly renovated CDC, located within the PNP headquarters in Quezon City, is designed to provide a safe, nurturing, and stimulating environment for the children of PNP personnel, both uniformed and non-uniformed. Said project is in accordance with Executive Order No. 340, which ensures that the next generation of police families will receive the care and attention they need during their formative years. The facility, which has been a vital resource for PNP families in raising their kids, especially before the outbreak of the CoVID-19 pandemic, underwent a renovation to meet the evolving needs of the PNP families and their children.

PGen Rommel Francisco D. Marbil, then Chief PNP, emphasized that this milestone marks a legacy of love and support for the well-being of police officers and their families. He reiterated that the said revitalization project is a timely response to President Marcos’s directive to prioritize family welfare programs within government agencies. He also acknowledged the sacrifices endured by police families and the vital role they play in the success of their loved ones in service.

The revitalization of CDC is firmly rooted in the 1987 Philippine Constitution, which states: “The State recognizes the Filipino family as the foundation of the nation. Accordingly, it shall strengthen its solidarity and actively promote its total development.” This constitutional provision reinforces the importance of supporting families in building a stronger, more unified society and in protecting their rights. By revitalizing CDC, PNP directly responds to this mandate, ensuring that the families of its personnel are provided with the resources they need to thrive. The center is envisioned to become a model for other government agencies, embodying President Marcos’ vision of a family-oriented and effective public service.
