Demonstrating its commitment to excellence in public service and security operations, the Police Regional Office 7 (PRO 7), led by Police Brigadier General Arnold E. Abad, Acting Regional Director, recognized personnel who played vital roles in ensuring the successful and incident-free conduct of the 48th ASEAN Leaders’ Summit 2026. The recognition ceremony was held during the Monday Flag-Raising Ceremony on May 11, 2026, at Camp Sergio Osmeña Sr. in Cebu City.
PBGen Abad personally conferred the Medalya ng Kagalingan upon Police Colonel Isagani Fetizanan, Deputy Regional Director for Administration, and Police Colonel Arnel J. Apud, Deputy Regional Director for Operations, for their outstanding leadership, effective supervision, and strategic direction during the ASEAN Leaders’ Summit held from May 2 to 10, 2026. Their efforts significantly contributed to maintaining peace and order in the region and ensured the safety and security of foreign delegates, dignitaries, and participants across all designated venues.
A similar award was likewise conferred upon Police Colonel Agosto Daskeo, City Director of the Lapu-Lapu City Police Office (LCPO), together with other LCPO personnel, namely: Police Master Sergeant Alfie Dickson Sabuero, Police Corporal Maiko Medino, Police Corporal Sergio Catubig, and Patrolman Jeremias Pahang Jr., for their prompt response that led to the successful apprehension of four individuals who staged an unauthorized rally near the summit venue in Lapu-Lapu City. Their actions were carried out with professionalism and respect for constitutional rights, preventing any potential disruption to the international gathering.
PBGen Abad reiterated that the commendations were awarded in recognition of the recipients’ exceptional performance, professionalism, and sacrifice in ensuring the peaceful and orderly conduct of the ASEAN Summit. He emphasized that their commitment enabled PRO 7 to uphold peace and security throughout the event. He likewise encouraged all personnel to sustain the same level of excellence and commitment in future operations and public safety initiatives.
The awarding ceremony highlighted the dedication, vigilance, and operational readiness of PRO 7 personnel in carrying out their duties to maintain public order and ensure the safety of both local and international stakeholders. The successful security operations demonstrated the capability of PNP, under the leadership of Police General Jose Melencio C. Nartatez Jr., PNP Chief, to effectively manage large-scale international events while upholding the rule of law and protecting democratic freedoms.
