Further strengthening its commitment to public safety and community security, the Police Regional Office Negros Island Region (PRO NIR), led by Police Brigadier General Romano V. Cardiño, Acting Regional Director, officially launched the Seen, Appreciated, Felt, and Extraordinary (S.A.F.E.) NIR Dial 911 Program on June 4, 2026, at the Bacolod City Police Office Headquarters. The initiative marks a new era of responsive, technology-driven, and community-centered policing, designed to deliver faster and more accessible emergency services to the people of the Negros Island Region.

The launching ceremony brought together key stakeholders from various government agencies, local government units, force multipliers, educational institutions, transport groups, media organizations, and community leaders, highlighting a shared commitment to build a safer and more resilient region. More than an emergency hotline, the SAFE NIR Dial 911 symbolizes the PNP’s dedication to ensure that every citizen has immediate access to police assistance during emergencies. Through enhanced communication systems and coordinated response mechanisms, the program aims to reduce response times, improve operational efficiency, and deliver timely, life-saving interventions when they are needed most.

PBGen Cardiño emphasized that public safety is a shared responsibility and that modern policing must continuously evolve to address the changing needs of the communities it serves. He highlighted that the program, as one of the region’s flagship initiatives, reflects a proactive approach to policing, where officers are not only visible but also responsive, dependable, and actively engaged in protecting the public.
The initiative aligns with the PNP Focused Agenda, particularly in Enhanced Managing Police Operations while ensuring integrity and accountability in service delivery, and maximizing the use of technology in resource management. It also strengthens community engagement through deeper partnerships with stakeholders. By making emergency assistance more accessible, PRO NIR demonstrates its strong commitment to building public trust and confidence through meaningful action and genuine service.
As the Negros Island Region continues to progress, the SAFE NIR Dial 911 stands as a testament to the PNP’s commitment to innovation, excellence, and people-centered policing. It reflects the vision of a police organization that remains responsive and reliable in fulfilling its mandate to protect lives, maintain peace and order, and uphold the rule of law.
Through this initiative, the PNP, under the leadership of Police General Jose Melencio C. Nartatez Jr., PNP Chief, continues to transform and adapt, demonstrating that effective law enforcement is grounded in trust, partnership, and service. Guided by its mantra, “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” the Nation’s Peacekeepers remain steadfast in their commitment to building safer communities and securing a brighter future for the Filipino people.
