PNP’s Heightened Alert Status Secures the Nationwide Celebration of Undas 2025

The Philippine National Police (PNP), under the leadership of Police Lieutenant General Jose Melencio C. Nartatez Jr., Acting PNP Chief, placed all its units and offices under Heightened Alert Status beginning October 29, 2025 until November 3, 2025. This is to effectively manage the security and public safety operations during the nationwide observance of All Saints’ Day and All Souls’ Day (Undas 2025) on November 1 and 2.

As the entire PNP prepared for the activation of the Heightened Alert Status, it also emphasized the vital role of Police Assistance Desks (PADs) and force multipliers in maintaining public safety during national events and holidays. Thus, PNP had established earlier a total of 5,192 PADs nationwide, supported by 46,350 force multipliers, including barangay tanods, radio communication groups, and volunteers from various non-government organizations to help the police officers ensure peace and order, and public safety.

PADs serve as an operational extension of the police command, providing the public with accessible points for inquiries, incident reporting, or immediate assistance. They are strategically placed in transport terminals, cemeteries, major roads, and convergence points; offering directions, traffic advisories, schedules of ceremonies, and quick responses to accidents, medical emergencies, or suspicious activities.

“These Police Assistance Desks are not just information booths—they are lifelines for the public. Through our PADs and force multipliers, we ensure that every Filipino visiting their departed loved ones this Undas feels safe and supported. This is how we make public service visible and meaningful,” said PLtGen Nartatez.

The PNP Top Cop also highlighted that PADs personnel are trained to assist the general public, such as but not limited to helping reunite lost children with their parents, aiding elderly or differently abled visitors, and ensuring that all incidents are properly documented and properly relayed to the concerned operational units for swift action.

To maintain peace and order, PNP personnel remain on alert and are continuously conducting Simultaneous Anti-Criminality and Law Enforcement Operations (SACLEOs), which since October 29 have recorded multiple arrests and seizures linked to illegal drugs, illegal gambling, loose firearms, and other violations. These SACLEOs resulted in the arrest of 11 most-wanted individuals, facing charges of murder, rape, statutory rape, and acts of lasciviousness.

The apprehended suspects, aged 26 to 70, were taken into custody from various provinces, including Baguio City, Tarlac, Albay, Cavite, Laguna, Surigao del Norte, and Agusan del Sur. Arrest operations involved a coordinated efforts between local police, CIDG units, and Army intelligence teams, demonstrating the PNP’s efficiency and operational readiness.

PNP also delivered a decisive blow against illegal drugs and smuggling. In Batad, Iloilo, authorities successfully confiscated 150 grams of shabu valued at Php1,020,000.00, while in Leganes, Iloilo, 330 grams of shabu worth Php2,244,000.00 were seized from two high-value individuals. A buy-bust operation in Lucena City, Quezon, likewise resulted in the confiscation of 875 grams of shabu valued at Php5,950,000.00.

PNP’s anti-smuggling operations also recovered premium moist tobacco, nicotine, and caffeine pouches worth Php1,000,000.00 in Makati City, while over 634,000 smuggled baby diapers valued at Php6,345,000.00 were confiscated in Bustos, Bulacan, involving a foreign national. Altogether, the total value of seized illegal items reached Php16,559,000.00, underscoring the PNP’s relentless commitment to keeping our communities safe.

On October 30, PLtGen Nartatez led in the inspection of bus terminals in Cubao, Quezon City, as part of the PNP’s intensified security operations to ensure a safe, orderly, and secure observance of Undas 2025. He personally assessed the readiness of police personnel and the implementation of security measures in strategic areas as thousands of commuters traveled to their respective provinces for the observance of Undas.

PLtGen Nartatez was accompanied by Police Major General Westrimundo D. Obinque, Director for Comptrollership; Police Major General Wilson Joseph F. Lopez, Director for Intelligence; Police Major General Constancio T. Chinayog Jr., Director for Personnel and Records Management; Police Brigadier General Randulf T. Tuaño, Chief of the Public Information Office; Police Colonel Randy Glenn Silvio, District Director of the Quezon City Police District; and Police Colonel Jess B. Mendez, Senior Executive Assistant to the Office of the Chief, PNP.

The next day, the PNP Top Cop went to Cebu City, where he was joined by Police Brigadier General Redrico A. Maranan, Regional Director of Police Regional Office 7 (PRO 7) to conduct a high-level security inspection at the Cebu South Memorial Garden. The Acting Chief, PNP, also assessed PRO 7’s security deployment, traffic management strategies, emergency response readiness, and crowd-control procedures to ensure safe and secure Undas celebration in Cebu.

As of 12:00 noon of November 1, more than 2,210,070 individuals had entered cemeteries and 197,070 visited columbaria across the country. PNP, in coordination with Local Government Units (LGUs) and other law enforcement agencies deployed a total of 93,839 personnel under Oplan Ligtas Undas 2025, consisting of 31,056 PNP personnel; together with 20,134 personnel from other government agencies; and 42,649 force multipliers.

Security teams were also deployed in 70 airports, 682 bus terminals, 363 seaports, and 78 train stations all throughout the country, ensuring smooth passenger movement and public assistance for travelers returning to their respective provinces.

“We are in full compliance with the directive of President Ferdinand R. Marcos. This deployment reflects our commitment to guarantee the safety and peace of every Filipino family commemorating this important day,” PLtGen Nartatez stated.

He further reiterated the importance of public cooperation and the continuing role of Unified 911 in providing real-time assistance.

“Unified 911 is proving to be a powerful lifeline today. We are receiving calls from people needing medical help, traffic coordination, or even those reporting lost children or belongings. The quick coordination between 911 and our field units allows us to respond within minutes,” he added.

Moreover, PNP recorded 2,722 confiscated prohibited items at cemetery gates, including bladed weapons, alcoholic beverages, gambling paraphernalia, vape devices, and loud sound equipment.

“We appeal to everyone—be alert, patient, and considerate. Keep valuables secure, watch your children, and report any suspicious activity immediately. The police are everywhere, ready to help,” PLtGen Nartatez concluded.

The police organization extended its gratitude to the Armed Forces of the Philippines, Bureau of Fire Protection, Philippine Coast Guard, LGUs, transport authorities, force multipliers, medical responders, and civic groups who worked alongside them and supported the monitoring, safety, and public assistance operations from October 29 to November 2, contributing to the generally peaceful commemoration of Undas 2025, with zero major untoward incidents recorded nationwide.
