For years, the PNPPF has supported the welfare of police personnel and their families. Established in accordance with Administrative Order No. 279, s.1992, the Fund was created to provide financial assistance in times of need—offering loans for emergencies, education, medical expenses, and more.

Rooted in Duty, Built on Service

The journey of the PNPPF began with the transfer of over Php35 million in surplus service fees in 2004. These fees were collected from salary deductions used to pay obligations through accredited financial institutions. Eventually, the fund was reorganized, registered, dissolved, and restructured—evolving through challenges, while staying true to its mission.

By 2008, the PNPPF emerged stronger with renewed legitimacy, reinforced by PNP leadership, and governed by a Board of Trustees composed of senior PNP officials and non-uniformed personnel representatives. Operating without compensation, the Board ensures that every peso entrusted to the fund is managed with integrity and accountability.

How the Fund Works

The PNPPF draws its resources from service fee balances and income from operations, with all assets securely deposited in authorized government depository banks. Each year, the fund is audited by the Commission on Audit (COA) and reported to the Department of Budget and Management (DBM), ensuring transparency and responsible governance.

Support When It Matters Most

What makes the PNPPF truly impactful is its relevance in the lives of its members. The Fund offers a variety of loan programs tailored to real-life needs:

Salary Loan – Up to ₱100,000, with a 5% annual diminishing interest, for education, hospitalization, or home repairs.

Calamity Loan – ₱30,000, interest-free, available when the member’s area is under a declared state of calamity.

Emergency Loan – ₱50,000, at 0% interest, for members affected by fire or similar disasters.

Birthday Loan – ₱10,000, with a 2% interest, to help members celebrate special milestones.

Educational Loan – Up to ₱100,000 at 5% interest, aimed at supporting the education of members’ children.

Medical Loan – ₱30,000 at a low 1% interest rate, ideal for laboratory tests, minor procedures, and immediate hospitalization needs, including assistance for Wounded in Police Operations (WIPO) which is not deducted from the salary of the wounded personnel but covered by the PNP Reimbursement of Hospitalization Expenses.
A System That Cares

For many PNP personnel and their families, the PNPPF has become a reliable source of comfort during uncertain times. Whether it’s a child’s school fees, a family emergency, or the aftermath of a natural disaster, the Fund consistently offers financial aid without the burden of high interest or long delays.

This level of assistance is deeply valued, especially in a profession where the demands are high and the risks are real. Members have shared how the Fund helped them recover from devastating fires, support a child’s education, or afford medical treatments without compromising their finances.

Continuing Challenges and Ongoing Projects

While the PNPPF continues to serve with excellence, it also faces organizational limitations. Staffing and compensation restrictions under AO 279, coupled with challenges in fully utilizing plantilla personnel, limit the expansion of full-time operations.

Despite these constraints, the Fund is actively pursuing improvements, including the construction of dedicated PF branch offices, increased operational audits, and the streamlining of processes to better serve members.

With the recent approval of a mandatory share from the PNP Trust Receipts, the PNPPF is positioned to expand its services and sustain its mission for years to come.
