On October 14, 2026, a citizen’s report and the swift response of police personnel under the Philippine National Police’s (PNP) Safer Cities Initiative led to the arrest of a man in Calumpit, Bulacan, who was found in possession of a 9mm pistol and ammunition without documents authorizing his possession of the firearm.
The incident occurred along McArthur Highway in Barangay Poblacion, where personnel of the Calumpit Municipal Police Station (MPS) were conducting patrol operations. They received information from a concerned citizen about a group of men drinking beside the highway, one of whom was reportedly carrying a firearm.
Police personnel, together with barangay tanods, immediately proceeded to the area to verify the report. During the encounter, officers noticed the handle of a firearm
The man, a business owner and resident of Calumpit, was unable to present documents authorizing his possession of the firearm when asked by the police. Authorities subsequently recovered from him a 9mm SARICAM pistol and a magazine containing 15 live rounds of 9mm ammunition.
The recovered firearm and ammunition were brought to the Calumpit MPS for proper documentation and verification with the Firearms and Explosives Office. As of this writing, appropriate charges for the alleged violation of Republic Act No. 10591, or the Comprehensive Firearms and Ammunition Regulation Act, are being prepared for filing before the Office of the Provincial Prosecutor in Malolos City, Bulacan. A companion of the arrested man was also apprehended for an alleged violation of a municipal ordinance and was turned over to barangay authorities for proper disposition.
Police General Jose Melencio C. Nartatez Jr., Chief, PNP, emphasized the importance of community cooperation in ensuring that police responses focus on preventing incidents before they escalate.
“Kapag may concerned citizen na nagsasabi ng posibleng problema, hindi natin dapat balewalain. We respond, we verify, and we act within the law. In this case, mabilis ang naging coordination kaya na-check agad ang situation at nakita kung may dapat aksyunan,” he said.
The PNP Chief also underscored that police visibility is most effective when supported by an informed and engaged community.
“Hindi lang naman police presence ang Safer Cities. It is also about people knowing that they can reach out to the police when something doesn’t look right. Kapag nagtutulungan ang komunidad at pulis, mas maaga nating naaagapan ang mga bagay na maaaring maging problema,” he added.
The operation reflects the PNP’s continuing efforts to strengthen police visibility, community coordination, and timely intervention through the Safer Cities Initiative, in line with the PNP Focused Agenda, particularly Enhanced Managing Police Operations. These efforts aim to promote safer communities while ensuring that every police action is carried out professionally, with respect for human rights, and in accordance with due process.
