Amid ongoing public discussions following recent incidents involving minor students in schools in Tacloban City on June 22, 2026, and another incident in General Trias, Cavite, which are currently undergoing validation and investigation by the concerned police units, the Philippine National Police (PNP) emphasized the importance of a balanced approach that promotes accountability, prevention, intervention, and the protection of children’s rights while ensuring the safety and security of school communities.
Records from the PNP Women and Children Protection Center show that from 2022 to 2025, a total of 1,275 school-related incidents involving Children in Conflict with the Law (CICLs) were documented nationwide. The highest number of incidents was recorded in 2023 with 395 cases, followed by 345 in 2024, 325 in 2025, and 210 in 2022.
A review of the data further indicates that these cases were addressed through various legal, social welfare, and community-based mechanisms. During the four-year period, 279 cases were filed in court, 323 remained under preliminary investigation, 221 were settled amicably, and 52 were referred to social welfare authorities for intervention and appropriate assistance.
Meanwhile, 119 cases were dismissed, while 272 incidents involved situations in which complainants or victims chose not to pursue charges. These figures reflect the diverse circumstances surrounding cases involving minors and underscore the continuing need for both accountability and timely intervention.
PNP recognizes that many cases involving minors require accountability, appropriate guidance, rehabilitation, and strong family and community support to help prevent repeat offenses and promote the positive development of young people.
While the overwhelming majority of Filipino children are law-abiding and responsible members of society, the recurring incidents reported in some schools highlight the need for sustained collaboration among parents, educators, local government units (LGUs), social welfare agencies, and law enforcement authorities.
PNP Chief, Police General Jose Melencio C. Nartatez Jr., extended his condolences to the families affected and urged the public to remain calm as authorities continue their work on the ground.
“We extend our deepest sympathy to the families affected by these unfortunate incidents. Nandito po ang PNP, kasama ang ating mga partners, upang tiyakin na ang bawat paaralan ay ligtas para sa ating mga kabataan. We ask for calm and understanding as we complete the necessary validation and strengthen our preventive measures,” he said.
To further strengthen community safety and protect learners, PNP continues to intensify initiatives that promote safer learning environments through closer coordination with schools, LGUs, social welfare offices, and other community stakeholders. These efforts are aligned with the PNP Focused Agenda, particularly under Enhanced Managing Police Operations and crime prevention strategies, which seek to address emerging security concerns through proactive intervention and strong community partnership.
The PNP Chief also directed all field units to enhance police visibility in and around school premises and maintain close coordination with school administrators to strengthen early warning mechanisms and improve response capabilities.
As PNP continues to reinforce safe learning environments across the country, the Nation’s peacekeepers likewise appealed to the public to refrain from speculation and rely only on verified information while authorities complete the ongoing validation and investigation. The organization emphasized that calm cooperation, responsible reporting, and community vigilance remain essential in preserving public order, protecting children, and maintaining public trust.
