PNP Kicks Off its 30th PCR Month with Renewed Commitment to Public Service

Police Community Relations (PCR) is one of the four strategic pillars of the “quad-concept” utilized by the Philippine National Police (PNP) to fulfill its mission. It focuses on building strong, positive relationships between law enforcement and the communities they serve through various initiatives that foster trust, mutual respect, and collaboration.

Recognizing its importance, Presidential Proclamation No. 764, signed on January 24, 2005, officially declared July of every year as PCR Month. Since then, PCR has played a crucial role in shaping a community-centered approach to policing, contributing to a more peaceful and harmonious society.

This year, PNP officially launched the 30th Police Community Relations Month on July 1, 2025, at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame in Quezon City. Anchored on the theme “Sa Bagong Pilipinas, Ang Gusto ng Pulis, Ligtas Ka,” this month-long celebration underscores PNP’s unwavering efforts to foster genuine partnerships with the community in enhancing public safety and promoting crime prevention.

A significant highlight of the event was the nationwide oath-taking of the PNP Women’s Support Network (WSN) Project Team, established under PNP Memorandum Circular 2025-015. WSN recognizes the vital role of women and aims to champion gender-responsive policing by empowering women in the police service, promoting balanced leadership, and offering holistic support for their professional growth.

Police General Nicolas D. Torre III, PNP Chief, was represented by Police Lieutenant General Jose Melencio C. Nartatez Jr., Deputy Chief PNP for Administration, who served as the Guest of Honor and Speaker during the event.

In his message, PGen Torre emphasized the enduring value of PCR as a platform for deepening the trust between the police and the people, stating: “Today, as we formally kick off the 30th Police Community Relations Month, we do so with purpose, unity, and renewed commitment. This year’s theme captures the very heart of our mission—to serve and protect with integrity, compassion, and genuine partnership with the people.

Reflecting on three decades of community policing, the PNP Top Cop noted how initiatives such as house visits, youth engagement, mental health support, and spiritual and moral recovery programs have helped bridge the perceived gaps between the police and the public. These initiatives have proven that effective peacekeeping is not solely the responsibility of law enforcement, it is a shared duty with the community.

Aligned with President Ferdinand R. Marcos Jr.’s Bagong Pilipinas vision, PNP is reinforcing its core values with trust, discipline, and compassion. The PNP Chief reiterated the organization’s ongoing reforms, including the intensification of anti-crime operations anchored on fairness, the integration of advanced technologies, and the promotion of a human rights-based policing culture.

“We are reintroducing ourselves not just as enforcers of the law, but as partners for progress. Ang gusto ng Pulis sa Bagong Pilipinas ay hindi karahasan, hindi pang-aabuso, hindi pananakot. Ang gusto ng Pulis—Ligtas Ka,” PGen Torre added.

He further emphasized that community safety must be a two-way commitment. While police presence is essential, it must be coupled with public trust and active engagement.

Hindi sapat ang presensya ng pulis kung wala ang tiwala ng tao. That is why, this PCR Month, I call on every police officer, from the highest ranks down to the beat patrollers to strengthen our bonds with the community. Let us go beyond visibility. Let us be truly involved,” he concluded.

As PCR Month unfolds with various activities and outreach programs nationwide, PNP renews its pledge to serve with integrity, honor, and compassion. Through community partnerships and proactive engagement, the men and women of the police force stand united in the vision of Bagong Pilipinas—where every citizen feels secure sa lansangan, sa tahanan, at sa puso ng bawat Pilipino.
