PNP Leads Peaceful, Orderly Observance of Labor Day

Labor Day is one of the most significant events on the Philippine calendar. It is an internationally recognized day honoring workers, who make up a vital sector of society. It also holds deep significance for the Philippine National Police (PNP), as it highlights workers’ rights and affirms the organization’s commitment to democratic principles. For the PNP, it is not merely about maintaining order, but about safeguarding the people’s freedom to assemble, express grievances, and advocate for better conditions without fear. This occasion underscores the delicate balance police officers must uphold—protecting public safety while exercising maximum tolerance and restraint.

In line with this, the PNP, led by PNP Chief Police General Jose Melencio C. Nartatez Jr., mobilized 106,633 personnel nationwide, with support from other government units and force multipliers, to ensure a safe, orderly, and peaceful Labor Day celebration on May 1, 2026. Prior to the celebration, the entire organization was placed under full alert status from April 30 to May 2 to ensure a rapid and effective response throughout the nationwide observance. A significant portion of the deployment was concentrated in Metro Manila, with an additional 1,000 augmentation personnel from Police Regional Offices 3 and 4A to strengthen security in key convergence areas.

These nationwide security preparations form part of the PNP’s Focused Agenda, particularly under Enhanced Managing Police Operations, which aims to strengthen on-the-ground visibility, coordination, and responsiveness during major public gatherings. Police presence was focused on maintaining visibility, managing traffic, securing key entry points, and ensuring the orderly conduct of public assemblies. Coordination with rally organizers remained active to uphold the right to peaceful assembly while keeping communities safe.

On the day of the observance, the PNP Chief personally led monitoring operations at the PNP Command Center, together with key PNP officials, overseeing protest rallies held in line with the Labor Day celebration. The PNP Chief also received real-time updates on ground developments, security conditions, and crowd activities nationwide, while reminding all personnel to strictly observe the policy of maximum tolerance.

Police General Nartatez stated that the overall situation reflected strong public cooperation and the professionalism of personnel on the ground.

“Sa kabuuan, naging mapayapa at maayos ang paggunita natin sa Araw ng Manggagawa. Nagpapasalamat tayo sa ating mga kababayan na nakiisa sa mapayapang pamamahayag at sa ating mga kapulisan na nanatiling kalmado, disiplinado, at nakaalalay,” he said.

The Chief PNP noted that while there was an isolated incident earlier that day involving protesters, which resulted in injuries to several police personnel, it did not affect the overall peaceful conduct of activities nationwide: “May mga hiwa-hiwalay na insidente, pero hindi nito naapektuhan ang pangkalahatang kaayusan ng mga aktibidad. Patuloy nating pinapairal ang maximum tolerance, propesyonalismo, at maayos na pakikipag-ugnayan sa lahat ng sektor.”

He also emphasized that PNP remains committed to upholding individuals’ rights to express their views while ensuring public safety.

“Responsibilidad namin na tiyakin ang kaligtasan ng lahat—mga nagpoprotesta, mga dumaraan, at maging ang ating mga tauhan. Gagawin natin ito nang may respeto sa karapatan at dignidad ng bawat isa,” PGen Nartatez added.

The PNP attributed the orderly outcome of the nationwide observance to sustained coordination with local government units, partner agencies, organizers, and the public. Building on the success of these efforts, PNP is already enhancing its strategies and coordination measures for upcoming public events. This includes continuing dialogue with stakeholders, improving operational plans, and further training personnel to ensure that future gatherings remain peaceful and secure for all participants.

The PNP also urges the public to remain vigilant during such events and to promptly report any suspicious activity or concerns.
