Together Against Crime: Civilian Collaboration Fuels Success of Intelligence-Led Operations

The Philippine National Police (PNP), under the leadership of Police Lieutenant General Jose Melencio C. Nartatez Jr., Acting PNP Chief, recognized 29 civilian informants whose timely tips led to the arrest of 30 of the country’s most wanted criminals. With rewards totaling Php10,625,000, the high-profile informant awards ceremony highlighted the crucial collaboration between the police and the community in combating crime and capturing fugitives attempting to evade arrest.

Also present during the event were PLtGen Edgar Alan O. Okubo, the Deputy Chief PNP for Operations, and other key PNP officials. Spearheaded by the Directorate for Intelligence, headed by Police Major General Wilson Joseph F. Lopez, the ceremony held on December 9, 2025, at the PNP Multi-Purpose Center in Camp BGen Rafael T Crame, Quezon City, showcased the results of intelligence-driven operations.

The highest reward, amounting to Php5,300,000, went to the informant who enabled the arrest of an Abu Sayyaf sub-leader involved in multiple murders. Other informants received hundreds of thousands in rewards, with amounts generally ranging from Php130,000 to Php500,000, depending on the gravity of the cases resolved, including murder, kidnapping, rape, illegal detention, and violations of RA 9165 and RA 7610.

The ceremony reinforced the PNP Focused Agenda, particularly the Enhanced Managing Police Operations, demonstrating the Nation’s Peacekeepers’ ability to execute intelligence-led operations effectively while maintaining integrity monitoring and community trust.

“Your courage and information have directly contributed to the safety and security of our communities. Ang inyong pakikibahagi sa ating kampanya laban sa krimen ay hindi matatawaran. Each tip, each report, has a real impact in ensuring that justice is served and our people are protected,” said PLtGen Nartatez.

He also underscored the importance of sustaining strong partnerships with civilians in the government’s fight against criminality, stressing that the PNP will continue to encourage collaboration with civilian informants while ensuring their safety and proper recognition. He emphasized that PNP values the vital contribution of informants in resolving crimes, bringing fugitives to justice, and strengthening public trust in law enforcement.

With the success of these coordinated operations and the invaluable role of civilian informants, PNP reaffirms its dedication in safeguarding the nation. The police force continues to strengthen mechanisms that promote community engagement and responsible information-sharing.
