Investing in the education and professional growth of its personnel remains one of the Philippine National Police’s (PNP) key priorities in building a more capable organization. Recognizing that a well-equipped and highly skilled police force begins with empowered individuals, PNP continues to pursue initiatives that promote personnel morale and welfare under its Focused Agenda by providing meaningful opportunities for lifelong learning, career advancement, and professional development.
On June 29, 2026, PNP formally strengthened its partnership with the academic and civic sectors through the signing and renewal of the Memorandum of Agreement (MOA) for the “Tunay na Iskolar ng Bayan” Information Technology Scholarship Program at Camp BGen Rafael T Crame in Quezon City.
The agreement was signed by Police General Jose Melencio C. Nartatez Jr., Chief, PNP; Professor Nelia Cruz-Sarcol, Founder, President, and Chief Executive Officer of the Centre for International Education Global Colleges Incorporated; Ms. Liwayway C. De Los Santos, President of the Rotary Club of Makati Circle of Friends for Rotary Year 2025–2026; and Mr. Agustin B. Canlas, President-Elect of the Rotary Club of Makati Circle of Friends for Rotary Year 2026–2027. Also present were Police Brigadier General Romy I. Palgue, Director of the Information Technology Management Service (ITMS) and other PNP officials.
The MOA reaffirms the partner institutions’ commitment to provide educational opportunities for qualified PNP uniformed and non-uniformed personnel and police trainees through scholarship grants in Information Technology, Network Administration, and Cybersecurity.
Under the renewed partnership, up to 500 full scholarship grants will be available to qualified PNP personnel and trainees. The program covers 100 percent of tuition fees for Information and Communications Technology certificate and diploma programs, as well as courses that may lead to a Bachelor of Science degree in Information Technology, subject to applicable academic requirements.
The scholarship program is part of the PNP’s ongoing efforts to equip its personnel with the knowledge and technical competencies needed to address the evolving demands of modern policing. As digital transformation and cyber-enabled threats continue to shape the law enforcement landscape, developing a technologically proficient police force has become increasingly vital to effective public safety and security operations.
By investing in human capital and fostering strategic partnerships with the academic and civic sectors, the Nation’s Peacekeepers, led by Police General Jose Melencio C. Nartatez Jr., continue to build a more capable and adaptive organization committed to delivering more responsive public service in pursuit of a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
