Valley Cops’ 5-Minute Response Leads to the Swift Arrest of the Suspect in Cagayan Shooting Incident

In line with the “5-minute response time” policy, the Philippine National Police (PNP), under the leadership of PNP Chief, Police General Nicolas D. Torre III, continues to uphold its commitment to deliver prompt and effective public safety services nationwide. This policy establishes a much faster response time for emergency situations, ensuring that calls for help are addressed immediately, especially in life-threatening scenarios. It forms part of PNP’s broader mandate to elevate public trust and intensify crime prevention through swift law enforcement action.

On July 22, 2025, at around 9:05 PM, the 911 hotline received a report about a shooting incident in Barangay Bagumbayan, Tuao, Cagayan. The victim, identified as alias “Jery,” 39 years old, married, and a tricycle driver, was shot in the head with an unidentified firearm while doing routine chores outside his residence.

Personnel from the Tuao Police Station (PS), in coordination with the 202nd Maneuver Company of the Regional Mobile Force Battalion 2 (RMFB2), responded immediately to the call and arrived at the scene within five minutes. Their swift action led to the immediate apprehension of the suspect, identified as alias “Edgar,” 47 years old, who was arrested at his residence and brought to the Tuao PS for proper documentation and the filing of appropriate charges.

The victim was safely rescued and rushed to Tuao District Hospital for further medical treatment. This rapid police intervention was made possible by the timely reporting and effective coordination among law enforcement units, underscoring the importance of the 911 system in critical situations.
