Every July, the Philippine National Police (PNP) celebrates Police Community Relations (PCR) Month to reaffirm that effective policing begins with people. It is about earning trust, building partnerships, and making public service something that communities can see, feel, and experience.
Anchored on the theme, “Sa Bagong Pilipinas, Ugnayang Pulis at Mamamayan Tapat, Maasahan, at Nararamdaman ng Bayan,” the 31st PCR Month Celebration in July 2026 brought this commitment to life through a series of activities that reached different sectors of society and highlighted the PNP’s continued service beyond its traditional role of law enforcement.

The celebration began on July 4, 2026 at Ina ng Buhay Parish in Novaliches, Quezon City, where the Sangguniang Masang Pilipino International, Incorporated (SMPII), led by AO3 Isagani T. Lazo, SMPII Vice President for Operations, in partnership with the Police Community Affairs and Development Group (PCADG), headed by its Director, Police Brigadier General Vina H. Guzman, conducted a Tree Planting and Clean-Up Drive. Joined by Rev. Fr. Leonides Laguilles, members of SMPII, and Hon. Feliciano “Sonny” F. Dela Cruz, Chairman of Barangay Nagkaisang Nayon, said personnel came together for an activity that reflected the shared responsibility of the Nation’s Peacekeepers and the community in protecting the environment. PBGen Guzman likewise led the Ceremonial Oath of Commitment to the Environment, setting the tone for a celebration anchored on action and shared responsibility.

The spirit of partnership continued on July 14 through Project Balik-Eskwela at Camias Resettlement Elementary School in Barangay Camias, Porac, Pampanga. In collaboration with the Pampanga Police Provincial Office, led by Police Colonel Ricardo M. David, the PCADG Advisory Group, MJ Cares, and the PNP Kataguyod, the activity brought school supplies, food packs, and gift packs to students. With the support of Principal Mr. Magdaleno M. Mabag and Teacher III Ms. Rizelle Ann Manzano, the initiative reflected the PNP’s commitment to investing in the hopes and potential of the Filipino youth.

From serving communities to opening its history to the public, the PNP brought PCR Month closer to the people through the “Police Community Affairs: Honoring Heritage Through Service” Off-Camp PNP Museum Exhibit at Fisher Mall, Quezon Avenue, on July 27. Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, PNP, the exhibit brought the PNP Museum beyond Camp Crame, allowing the public to appreciate the institution’s history, heritage, milestones, and the sacrifices of generations of Filipino police officers. The exhibit was formally opened through the ceremonial untying of the traditional cloth led by Police Lieutenant General Bernard M. Banac, Deputy Chief PNP for Administration, together with senior PNP officials, partner agencies, and stakeholders.


PCR, however, is not only about the police reaching out to the community. It also means taking care of the people who serve. This was highlighted on July 29 through the launch of the One-Stop Shop of Frontline Services for PNP Personnel and their Dependents at Camp BGen Rafael T Crame in Quezon City. Representing the Chief, PNP, PLtGen Banac, together with National Police Commission Vice Chairperson and Executive Officer Rafael Vicente R. Calinisan; PLtGen Benjamin D. Santos, Jr. (Ret.), President and CEO of the Public Safety Mutual Benefit Fund, Inc. (PSMBFI); Mrs. Mary Rose Nartatez, National Adviser of the PNP Officers’ Ladies Club Foundation, Inc. (OLCFI); members of the PNP Command Group; government agencies; and private stakeholders witnessed the convergence of essential services for PNP personnel, retirees, dependents, and civilian employees. A notable highlight was the turnover of the Php10.7-million Special Group Term Insurance Experience Refund by PSMBFI in support of the PNP Comprehensive Educational Assistance Program.


The month-long celebration culminated with the 31st PCR Month Culminating Activity at the PNP Multi-Purpose Center, Camp Crame, bringing together police personnel, stakeholders, and partners whose efforts continue to strengthen public trust and police-community relations. Representing the PNP Chief was Police Major General Wilson Joseph F. Lopez, then Officer-in-Charge of the Office of the Deputy Chief PNP for Operations, who served as Presiding Officer.

A highlight of the culminating activity was the recognition of outstanding PNP offices, personnel, organizations, and community partners who demonstrated exemplary commitment to advancing police-community relations. Among the individual awardees were Police Colonel Emelie D. Santos of Police Regional Office (PRO) 7 as Outstanding PCAD Senior Police Commissioned Officer (PCO); Police Lieutenant Colonel Ryan Jay R. Capurcos of PRO 9 as Outstanding PCAD Junior PCO; Police Chief Master Sergeant Vanesa DG David of National Capital Region Police Office (NCRPO) as Outstanding PCAD Senior Police Non-Commissioned Officer (PNCO); and Police Corporal Henzel O. Lubong of NCRPO as Outstanding PCAD Junior PNCO.


The Directorate for Police Community Relations Awards likewise recognized Police Colonel Boots M. Aseso, Chief, Plans and Programs Division, as Outstanding Senior PCO; Police Major Vivianne A. Reyes, Assistant Chief, Public Information Division, as Outstanding Junior PCO; Police Lieutenant Rodel T. Suguitan, former DPCR Chief Clerk, as Outstanding Senior PNCO; Police Master Sergeant Lienalyn A. Ujano, Action PNCO, CAD, as Outstanding Junior PNCO; NUP Reynaldo K. Eparwa, Public Relations Officer II, CAD, as Outstanding Non-Uniformed Personnel (NUP), Supervisory Level; and NUP Ritzel L. Alibio, Planning Officer I, Admin, as Outstanding Non-Uniformed Personnel, Non-Supervisory Level.

Special recognition was also given to the PNP-OLC Foundation, Incorporated; Bless Our Cops, Incorporated; Police Community Affairs and Development Group (PCADG); Police Regional Office CALABARZON, PRO 4A, as Outstanding Regional Community Affairs and Development Division; Cavite Police Provincial Office, PRO 4A, as Outstanding PCAD Police Provincial Office; La Trinidad Police Station, Benguet PPO, PRO CAR, as Outstanding PCAD City Police Station; and the Municipality of La Trinidad, Benguet, CAR, as Stakeholder Awardee for CY 2026.

As the PNP moves forward under the banner of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” PCR Month leaves a clear message: when the Nation’s Peacekeepers and the community stand together, trust becomes stronger, service becomes more meaningful, and peace and security become a shared responsibility. Ultimately, the strength of the PNP is measured not only by its ability to enforce the law but also by its ability to earn the trust of the people it serves.
