291 Former MILF and MNLF Combatants Succesfully Bestowed PNP Badges

On January 31, 2025, another significant milestone was witnessed  at the Police Regional Office Bangsamoro Autonomous Region (PRO BAR) Grandstand in Camp Brigadier General Salipada K. Pendatun in Parang, Maguindanao del Norte. It was the Completion and the PNP Badge of Honor Ceremonies for the 291 graduates of the Public Safety Field Training Program (PSFTP) Class 2023-03 โ€œHIMAGLASIKโ€ (Hinirang na Maging Lahing Simbolo ng Kapayapaan).

The Class members took their oath as police officers on December 28, 2023 and had successfully  hurdled and declared as graduates of the Public Safety Basic Recruit Course (PSBRC) on July 2 of the following year. Class HIMAGLASIK is the second batch of PNP recruits from MILF and MNLF who passed the National Police Commission (NAPOLCOM) Special Qualifying Eligibility pursuant to NAPOLCOM Resolution Number 2022-0081โ€”โ€œPrescribing NAPOLCOM Special Qualifying Eligibility as Appropriate Eligibility for Temporary Appointment to the Rank of Patrolman/Patrolwoman in PNP for members of the MILF and MNLF.โ€ Such an exercise aims to  promote inclusivity and reconciliation within law enforcement in the said Muslim majority region fostering harmony, conflict resolution, trust building, effective policing strategies, and a cooperative future between armed groups, local communities and authorities, thus paving the way for a lesser risk of attacks on government forces and in strengthening partnerships to achieve a more peaceful, secure, and progressive Bangsamoro Autonomous Region.

The said batch had filled-in the 400 quota which was allocated for the Police Regional Office Bangsamoro Autonomous Region of Muslim Mindanao for aspiring former MILF and MNLF members, following the first batch who were composed of 100 former MILF and MNLF members  who had their oath-taking as PNP patrolmen and patrolwomen on August 10, 2023.

Under the supervision of its Regional Director, Police Brigadier General Romeo J. Macapaz, PRO-BARMM held the said ceremonies following the Classโ€™s successful completion of its six-month field training program in the various municipal and city police stations in the region, gaining practical experiences in patrol operations, crime response, investigations, and community policing.

Another highlight of the event was the bestowing of awards and recognitions to deserving police trainees with Pat Bai Zohaira A. Kabuntalan receiving the Academic Excellence Award as Top 1, with a final average of 96.67%. Pat Daturasdin I. Abas ranked Top 2 with a final average of 95.27%, while Pat Aslanie M. Andamama ranked Top 3 with a final average of 93.95%. Furthermore, leadership recognitions were presented to Class President Pat Sulman K Odin and Battalion Commander Pat Zuharto A Laguiamuda.

The awarding of PNP Badges and Insignia was spearheaded by Police Colonel Alan B. Manibog, Acting Deputy Regional Director for Administration, PRO BAR, who was joined by  the respective families and loved ones of the graduates, symbolically marking not only the completion of their training but also the beginning of their actual service of their oath to uphold peace and justice in BARMM.

With the leadership of Police General Rommel Francisco D. Marbil, PNP Chief, under the guidance of His Excellency, President Ferdinand Marcos Jr., the Philippine Government, had successfully facilitated such crucial transition as part of its campaign of having sustainable peace and order programs to create  a safe and more progressive nation where every Filipino can live, work, and do business. The Bangsamoro  Autonomous Region, where cultural diversity and beliefs coexist, had embraced the move, posing PNP towards becoming a dependable police force that is not only efficient and credible but also valued by the very communities it serves and protects.
