PNP’s Zero-Tolerance Policy: No Room for Erring Officers

Police General Rommel Francisco D. Marbil, the Chief of the Philippine National Police (PNP) continues to lead the organization with sheer willpower to eliminate scalawags and erring personnel within the ranks. This commitment paved the way for the organization’s strict implementation of the PNP’s Zero-Tolerance Policy—as part of its Internal Disciplinary Mechanisms to immediately address misconduct and abuse of authority within the police force.

The same policy was implemented by the National Capital Region Police Office (NCRPO) led by its Director, Police Major General Anthony A. Aberin, as it arrested seven police officers assigned at the Sto. Niño Police Sub-Station 3 of the Parañaque City Police Station, for extorting Php100,000 from a Chinese businessman they apprehended at a checkpoint on Thursday night, April 24, 2025.

Investigations revealed that the suspects, who were manning a checkpoint, flagged down a vehicle driven by a Chinese national along Macapagal Boulevard at Barangay Don Galo in Parañaque City. PMGen Aberin said that the police officers asked the 25-year-old victim for the vehicle’s documents. But when the victim presented the papers, the officers alleged that these were falsified.

The businessman was then brought to the police station where he was allegedly asked to give Php300,000 in exchange for the vehicle’s release. With the help of his interpreter, the victim negotiated for a lower amount and ended up paying Php100,000.

Following CPNP’s directives, NCRPO personnel immediately investigated the case, which led to the successful arrest of the seven police officers; including a substation commander with the rank of Police Major and his subordinates—a Police Lieutenant, a Police Master Sergeant, a Police Staff Sergeant and three Patrolmen. While another police officer  involved in the alleged extortion remains at large, the apprehended officers will face charges for robbery (extortion) and other administrative cases.

Meanwhile, just recently, PGen Marbil relieved Quezon City Police District Director, PBGen Melecio Maddatu Buslig Jr., from his post due to the involvement of his subordinate in an  alleged case of abuse.

The arrested police officer, Police Staff Sergeant Jordan Marzan, assigned at the Police Station 2 of the Quezon City Police District (QCPD), was caught on video forcibly entering a private home and allegedly assaulting a minor while intoxicated. The incident occurred past midnight on April 21, 2025, at No. 1 Caragay Street, Barangay Damayan in Quezon City, which immediately drew public outrage after the victim uploaded the video on social media.

After the verification of evidence and confirmation of events, the said policeman was immediately arrested by his own commander and colleagues. He was then immediately disarmed, and charged with serious offenses including Violation of Domicile and several counts of violation of Republic Act No. 7610, or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. Likewise, the Internal Affairs Service (IAS) has also initiated an administrative case against him to ensure accountability within the police force.

“Hindi lang ito simpleng paglabag—ito ay isang paglapastangan sa tiwalang ibinigay sa atin ng taumbayan,” said PNP Chief Marbil. “Gusto kong maging malinaw sa lahat: wala tayong palulusutin. Kapag sinaktan mo ang taong dapat mong protektahan, ikaw ay aarestuhin, kakasuhan, at aalisin sa serbisyo. Walang pangalawang pagkakataon. Walang palusot.”

PBGen Buslig’s relief is a clear demonstration of command responsibility—a reminder that accountability is not just for the subordinates but begins with those in command.

Sa ilalim ng administrasyong ito, at sa ilalim ng aking pamumuno, muling bubuuin ng PNP ang tiwala ng sambayanan— hindi sa salita, kundi sa gawa,”  PGen Marbil reiterated. “Kami ang magiging ehemplo. Disiplina ang pundasyon. Integridad ang pamantayan. At ang tiwala ng publiko—ay sagrado,” he added.

This move proves the PNP’s strong stance against abuse of power and the impartial implementation of internal accountability.

In line with President Ferdinand R. Marcos Jr’s brand of governance, PGen Marbil vows to continue weeding out police scalawags by ensuring that every police officer adheres to the strictest code of conduct, imbibing the principle that integrity and accountability are non-negotiable within the police force.
