PRO BAR Joins the Ceremonial Signing of Memorandum Order on Safe Conduct Passes for Former Combatants

On April 11, 2025, Police Brigadier General Romeo J. Macapaz, Regional Director of the Police Regional Office Bangsamoro Autonomous Region (PRO BAR), participated in an important ceremonial event at Camp Brigadier General Gonzalo H. Siongco in Datu Odin Sinsuat, Maguindanao del Norte. The occasion marked the signing of Memorandum Order No. 36 by President Ferdinand R. Marcos Jr., authorizing the National Amnesty Commission (NAC) to issue Safe Conduct Passes (SCPs) to qualified amnesty applicants.

This memorandum order is a significant step in the government’s efforts toward peacebuilding and national reconciliation. Under this directive, eligible individuals seeking amnesty are granted safe passage and protection from warrantless arrest and seizure for offenses covered by specific amnesty proclamations. The SCPs aim to facilitate the reintegration of former combatants into society by ensuring their unimpeded access to the amnesty program during the application review process.

During the event, President Marcos emphasized the administration’s commitment to unity and healing, stating that the issuance of SCPs is an invitation for former rebels to cease armed struggle and embark on a new chapter. He also urged the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and other agencies to support in the full implementation of the said order by assisting former rebels throughout the amnesty process.

Under the direct supervision of Police General Rommel Francisco D. Marbil, PNP Chief, PBGen Macapaz reiterated PRO BAR’s full support for the national government’s peace and reconciliation initiatives. He highlighted the unwavering dedication of the national police force through PROBAR, in implementing programs and policies that contribute to sustainable peace and development in the Bangsamoro Autonomous Region.
