One of the core priorities of Police General Nicolas D. Torre III, Chief of the Philippine National Police (PNP), is ensuring a rapid and efficient police response. The “5-minute response time” initiative highlights the PNP’s dedication to putting citizens first—making sure no call for help goes unanswered and that public safety is always prioritized.
This commitment was clearly demonstrated on the evening of July 15, 2025, when police officers arrested an armed individual within five minutes after receiving a report from a concerned resident.

At around 9:00 PM in Barangay San Juan, San Miguel, Bulacan, police received a report about a man who was openly carrying a firearm and threatening residents. By 9:05 PM, personnel from the San Miguel Municipal Police Station (MPS), led by Police Lieutenant Colonel Jowilouie B. Bilaro, Acting Chief of Police, promptly arrived at the scene. They swiftly apprehended the suspect, identified as “MJ,” a 43-year-old businessman residing in the same neighborhood.

Confiscated from the suspect was a Taurus G3 9-millimeter pistol loaded with five bullets. Due to the incident, the arrested suspect will be charged with Alarm and Scandal, Grave Threats, and violations of RA 10591, the Comprehensive Firearms and Ammunition Regulation Act.
The successful operation earned commendation from Police Colonel Angel L. Garcillano, Acting Provincial Director of the Bulacan Police Provincial Office. He lauded the San Miguel police for their professionalism and quick action, saying: “This is a clear result of strong leadership, readiness, and active community cooperation.”
