PNP Welcomes its 31st Chief
On the morning of June 2, 2025, the atmosphere inside the Multi-Purpose Center in Camp BGen Rafael T Crame, Quezon City, was steeped in solemnity and anticipation. Though the early breeze carried a touch of coolness, the heat of history in the making warmed the hearts of those gathered. Beneath the solemn tones of the Philippine National Anthem and the silent weight of tradition, the nation bore witness to a historic moment: the Ceremonial Turnover of Command of the Philippine National Police (PNP).
The ceremony was graced by no less than President Ferdinand R. Marcos Jr., marking a significant chapter in the PNP’s institutional history. For the first time since its establishment, the PNP’s leadership was bestowed upon a proud graduate of the Philippine National Police Academy (PNPA), a moment long awaited and deeply symbolic for the said academic institution.

As the outgoing Chief, PNP, Police General Rommel Francisco D. Marbil, took the podium for his final address, his voice echoed with gratitude and reflection, “I stand before you this momentous morning to take my final bow as Chief of the Philippine National Police. I am filled with emotions — grateful, fulfilled, and reflective of the journey we have taken together. This role has challenged and changed me beyond measure, but above all, it has given me the honor of serving our nation alongside the finest men and women of the Philippine National Police,” he stated.

Appointed on April 1, 2024, PGen Marbil left behind a legacy defined by integrity and fortitude. His administration’s hallmark was the firm implementation of his “Zero Tolerance Policy” against misconduct, aligning with President Marcos Jr.’s calls for transparency and accountability. He also institutionalized legal assistance for uniformed personnel through Republic Act No. 12177, likewise ensured the peaceful and orderly conduct of the 2025 National and Local Elections, proving that governance and security can, and must work hand in hand.

Then came the moment everyone had awaited, the assumption of command of the 31st Chief, PNP, Police General Nicolas D. Torre III, who is rising to lead the 231,000-strong police force. As his name was called and the baton of leadership was passed into his hands, the hall erupted in resounding applause. It was not just a celebration of an individual achievement but a collective triumph for thousands of PNPA graduates. The rise of a “Lakan” to the highest post in PNP was a powerful symbol of institutional inclusivity and transformation.
In his first address as Chief, PNP, PGen Torre presented a leadership framework founded on three key pillars: (1) Swift and Responsive Public Service, which embodied by the goal of a three-minute response time, this pillar reflects his commitment to citizen-first policing, where no call for help is ignored and no threat is left unchecked; (2) Unity and Morale Within the Ranks, which is grounded in discipline, mutual respect, and leading by example, he seeks to foster a culture where every officer is valued, every unit is cohesive, and every leader walks the talk; and (3) Accountability and Modernization, which in response to the complexities of modern law enforcement, PGen Torre champions the use of cutting-edge investigative technologies that uphold human rights while enhancing peace and order.

His prior accomplishments already reflect this vision. As former Director of the Quezon City Police District (QCPD), he introduced drone-assisted policing and spearheaded the innovative three-minute response system.However, it was during his tenure as Regional Director of the Police Regional Office 11 (PRO 11) and as Director of the Criminal Investigation and Detection Group (CIDG) that his bravery and tenacity were tested.
PGen Torre led in the two-week operation that resulted in the arrest of Pastor Apollo Quiboloy, who surrendered to the Armed Forces of the Philippines (AFP) on September 8, 2024. Quiboloy, founder and leader of Kingdom of Jesus Christ (KOJC) church, was accused of multiple charges including sexual abuse, child abuse, and human trafficking. The high-stakes operation conducted in Davao City marked an important breakthrough in PGen Torre’s career, a testament to his fearless and principled leadership. But his courage did not end there.

On March 11, 2025, PGen Torre was the highest-ranking police officer who led in the arrest of former President Rodrigo Duterte, sending shockwaves across the nation. He ensured the safety and security of the former President’s transport to the Netherlands, where Duterte faces charges of crimes against humanity before the International Criminal Court. His calm demeanor and strong resolve to uphold the law regardless of how influential the figure involved, have allowed him to earn quiet admiration and utmost respect from his peers and superiors.
From such operations, it is evident that PGen Torre is no stranger to situations that demand courage, composure, and integrity. Time and again, he has demonstrated calm leadership under pressure and delivered results that speak volumes.

Behind his strong and visionary leadership lies a man shaped by humble beginnings. Born in Jolo, Sulu, where his father is a policeman and his mother is a teacher, “Nicolas the Bold,” as he is fondly known, emerged as a consistent academic achiever. He graduated Top 4 and was the Class President of the PNPA “Tagapaglunsad” Class of 1993, and is currently holding three master’s degrees. His public service spanned the country, from Pampanga to Samar, and from CALABARZON to NCR, where he earned an esteemed reputation as a firm yet compassionate leader.
Meanwhile, President Marcos Jr., in his message during the ceremony, delivered a stirring call to the new Chief and the entire police force, stating, “And above all, center every initiative on the deeds, the rights, and the welfare of each Filipino. Let your badge be your daily pledge, not to command, but to serve with integrity. Let every decision upholds the law, and let every gesture reflects the quiet dignity of true public service.”

As sabers were passed, salutes rendered, and banners raised high, it became clear that this moment was more than tradition; it was transformation. It marked the passing not just of command, but of a promise: that under the leadership of its first PNPA-bred Chief, PNP will be driven by integrity, shaped by innovation, and anchored in inclusive service.
In his concluding speech, PGen Torre stated, “Today marks more than a beginning, it is a defining moment. Thus, let us seize it with unwavering courage grounded in humility, and relentless commitment to serve the Filipino people with honor, excellence, and integrity.”
With these words, PNP steps into a new era, firm in its resolve, clear in its direction, and stronger in its unity under the leadership of PGen Nicolas D. Torre III.
