PNP, AFP, and PCG Strengthen Unified Security Strategy in 4th National JPSCC Meeting

The 4th National Joint Peace and Security Coordinating Center (JPSCC) Meeting brought together the senior leadership of the Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), and the Philippine Coast Guard (PCG) on June 18, 2025 at Silid Lapu-Lapu, GHQ Building in Camp Aguinaldo. Led by Police General Nicolas D. Torre III, Chief, PNP; General Romeo S. Brawner Jr., Chief of Staff, AFP; and CG ADM Ronnie Gil R. Galvan, Commandant, PCG, the meeting focused on strengthening interagency collaboration and reviewing the accomplishments of various JPSCC Joint Cells. Updates on internal security operations, including the dismantling of Communist Terrorist Group (CTG) formations, were also presented.

A key highlight of the meeting was the ceremonial signing of major policy instruments that demonstrate the unified commitment of PNP, AFP, and PCG. These include: JPSCC Resolution 01-2025, Affirmation on the Declaration of CTG formations as dismantled; JPSCC Resolution 02-2025, Affirmation on the declaration of LTG formations as defeated; and JAPPETDC Letter Directive 01-25, Conduct of joint AFP-PNP interagency exercise. These landmark documents reflect a renewed drive for seamless and synchronized responses to national security threats.

PNP Chief PGen Torre underscored the current intensified police visibility and enhanced rapid response capabilities of PNP, particularly in key urban areas nationwide. As part of this effort, he announced the expanded deployment of mobile patrol units aimed at significantly reducing emergency response time. PNP is targeting a five-minute response time to emergency calls, with the goal of further reducing it to three minutes in the coming months. This effort reinforces the PNP’s commitment to accessibility and responsiveness, as reflected in its operational mantra: “Wag nyo na kaming hanapin sa mga presinto. Kami ay nasa inyo ng mga telepono. Dial 911—darating kami sa loob ng limang minuto.”

He also affirmed PNP’s readiness to synchronize efforts for the Bangsamoro Autonomous Region (BAR) 2025 Parliamentary and Local Elections, including preparations for joint operational testing and simulation exercises to ensure a secure, fair, and orderly electoral process.

The unified partnership among PNP, AFP, and PCG highlights their shared commitment to safeguard national security through coordinated action. Working together under the JPSCC framework, these agencies are strengthening interagency collaboration, enhancing rapid response capabilities, and aligning operational strategies to effectively address internal security threats and support democratic processes. This synergy reflects a collective resolve to deliver efficient, people-centered public safety and security services across the nation.
