Law enforcement is often characterized by a strong sense of duty and discipline, but at the core of its mission lies its truest purpose: acts of compassion and public service. Beyond its sworn mandate to serve and protect, the Philippine National Police (PNP) continues to demonstrate that genuine public service begins with the heart. This is evident in its initiatives across the country that uplift communities by providing support and relief to those in need, which in return, fosters trust, unity, and hope among the Filipino people.
This spirit of compassion and solidarity was once again exemplified by the Police Regional Office Cordillera Administrative Region (PRO CAR), under the leadership of Police Brigadier General Ericson D. Dilag, Regional Director, through its “Binnadang Cordillera” initiative—a wave of generosity that brought assistance and hope to the victims of Typhoon Tino in Cebu. “Binnadang,” derived from the Kankanaey term for Bayanihan, reflects the Cordillerans’ deep sense of community and cooperation for the common good.

On November 7, 2025, personnel from the Regional Mobile Force Battalion 15 (RMFB15) and the Benguet Police Provincial Office joined hands with the Office of Civil Defense–CAR in spearheading a donation drive at the PRO CAR Regional Headquarters, Camp Major Bado Dangwa, La Trinidad, Benguet. The initiative successfully gathered essential supplies from volunteer agencies, cooperatives, schools, private individuals, and other generous donors.

The Baguio City Police Office also contributed to the effort by consolidating additional donations from both public and private organizations in the city. The following day, RMFB15 personnel transported the consolidated relief goods to Clark Air Base, Pampanga, for turnover to Cebu. The shipment included 6.8 tons of assorted highland vegetables and 52 sacks of rice, each weighing 25 kilograms. Additional donations such as bottled water, canned goods, clothing, toiletries, and construction materials, along with ongoing relief collections are being prepared as of this writing and will soon be sent to Clark Air Base for the next wave of assistance.

Ms. Khristine E. Molitas, Vice Chairperson of the Battalion Advisory Group for Police Transformation and Development of RMFB15, spearheaded the donation drive and coordinated with the Regional Community Affairs and Development Division of PRO 7 to ensure the organized and efficient delivery of relief goods to the affected communities in Cebu.
Meanwhile, on November 3, personnel from the Rosario Municipal Police Station also demonstrated compassion through the PNP’s Adopt-A-Family Program in Barangays Puzon, Tay-ac, Udiao, and Nagcatimona in Rosario, La Union. With baskets of fresh vegetables and hearts full of kindness, police officers proved their role extends beyond maintaining peace and order; it also includes uplifting lives and strengthening communities.
This program was made possible through the generosity of the Benguet Agri Pinoy Trading Center, Stakeholders Credit Cooperative, and the support of the Local Government Unit of Rosario. Officials and farmers from La Trinidad, Benguet, led by Clemencia H. Basilio Lapas, joined the initiative together with traders from Sunbeam, Private Stalls, Bahingawan, and the La Trinidad Vegetable Trading Post.

This unified effort aligns with the PNP’s Focused Agenda on Active Community Support, a key program of Police Lieutenant General Jose Melencio C. Nartatez Jr., Acting PNP Chief, highlighting the organization’s steadfast commitment in providing a proactive, humane, and community-centered services for the Filipino people.
“Our service is not only about maintaining peace and order; it is also about caring for communities, giving hope, and showing that the PNP stands alongside the Filipino people in every way,” said PLtGen Nartatez.
Through meaningful initiatives such as the PNP’s Adopt-A-Family Program and the Bayanihan campaign, the police organization proves that solidarity transcends boundaries. In times of hardship, the PNP men and women stand ready to respond, rebuild, and restore hope, fulfilling the vision of a Bagong PNP para sa Bagong Pilipinas, where public service is genuinely felt by the people they serve.
