Delivering Effective and Efficient Law Enforcement Operations in Northern Mindanao

The Police Regional Office 10 (PRO 10), under the leadership of Police Brigadier General Rolindo M. Suguilon, Regional Director, with the supervision of Police Lieutenant General Jose Melencio C. Nartatez Jr., Acting Chief of the Philippine National Police (PNP), has once again proven its strong commitment to excellent public service through its recent successful Simultaneous Law Enforcement Operations, highlighting the collective efforts of its officers and personnel to uphold integrity, discipline, and service across Northern Mindanao.

PBGen Suguilon’s leadership has been central to this achievement. His emphasis on accountability within the ranks and responsiveness to the needs of the public has strengthened the office’s overall performance. By setting high standards, he has guided PRO 10 to balance effective law enforcement with meaningful community partnership. This has ensured that policing is not only about enforcing the law but also about building trust.

Recent accomplishments include numerous anti-drug operations which resulted in significant seizures, directly cutting off sources of illegal drugs that threaten families and communities in the region. These operational gains send a clear message that PRO 10 personnel are not only maintaining order but are also actively working to make Northern Mindanao a safer place to live.

On September 22, 2025 alone, PRO 10 recorded two massive accomplishments. The first took place around 9:10 PM, when the 2nd Provincial Mobile Force Company of Lanao Del Norte Police Provincial Office (LDNPPO), together with the Sultan Naga Dimaporo Municipal Police Station (SND MPS), and the Provincial Intelligence Unit-LDNPPO, responded to a report from a concerned citizen regarding a pile of alleged smuggled cigarettes concealed under a “trapal” at Purok 8, Barangay Bauyan, Sultan Naga Dimaporo, Lanao Del Norte.

Upon arrival, the operating team recovered the contraband located in a banana plantation about five meters from the national highway. Due to heavy rainfall and the critical condition of the area, the seized items were transported to the Barangay Hall in Purok 2, Barangay Bauyan, Sultan Naga Dimaporo for safekeeping and inventory.

Recovered during the operation were 22 master cases of Astro Red cigarettes, each containing 50 reams; five transparent cellophanes containing 50 reams of Astro Red each; one transparent cellophane containing 40 reams of Astro Red; one transparent cellophane containing 50 reams of ERA Black; and one transparent cellophane containing 44 reams of ERA Black. In total, 28 master cases and 84 reams of assorted cigarettes were confiscated, with an estimated market value of Php1,187,200.00. The items were brought to SND MPS for documentation and proper disposition.

On the same day, the Regional Police Drug Enforcement Unit 10 successfully apprehended one drug-suspect during a buy-bust operation in Barangay Pagatpat, Cagayan de Oro City. The operation led to the arrest of the suspect identified as alias “Ren-ren”, 46 years old, married, a construction worker, and a resident of the aforementioned place.

Initial reports revealed that this was the suspect’s first offense. He allegedly sourced the illegal drugs from Carmen and distributed them in the areas of Calaanan, Canitoan, and Pagatpat in the same city. Confiscated from the suspect were five heat-sealed sachets containing suspected shabu weighing more or less 110 grams with a Standard Drug Price of PhP748,000.00, a plastic cellophane container, one motorcycle, and a PhP1,000.00 bill used as buy-bust money.

The arrested suspect and non-drug evidence were brought to the Maharlika Custodial Facility for proper disposition, while the seized illegal drugs were turned over to the Regional Forensic Unit 10 for qualitative and quantitative examination. The suspect will face charges for violation of Sec. 5 and 11, Article II of RA 9165 (Comprehensive Dangerous Drugs Act of 2002).

PBGen Suguilon commended the operating teams for the successful operations and reaffirmed the PNP’s commitment to the fight against illegal drugs and smuggling. He also highlighted the importance of the never-ending support of the local community in every police operation.

“This successful operation is a clear message that PRO 10 will not let up in its campaign against illegal drugs and smuggling. We remain steadfast in our duty to safeguard our communities and protect our people from the harms of these menaces,” added PBGen Suguilon.
